- 100% SMALL BUSINESS SET-ASIDE: This Best Value solicitation will be issued as a Request for Proposal (RFP) resulting in the award of a single firm fixed price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract for Landscape Services primarily within the USACE New Orleans District project limits. The contract will be awarded for a period of performance of 5 years with a not to exceed ceiling of $5,000,000.00, whichever is expended first. The work consists of providing Landscape Horticultural and Arboricultural services and other incidental related site work. The RFP will be issued on or about 28 February 2013 and the Proposal Due Date will be on or about 29 March 2013. NAICS Code: 561730. This is a 100% Small Business Set Aside Procurement. Proposals received in response to this solicitation will be evaluated in accordance with procedures outlined in Federal Acquisition Regulations (FAR) Part 15 Best Value. Selection will be based on the following criteria, with non-cost factors being more important than price. The Technical Non-Cost Factors are: (1) Past Performance, (2) Key Personnel and Project Management Plan, and (3) Technical Approach; Cost Factor: (4) Price. Factors 1 and 2 are approximately equal in importance and are significantly more important when compared to Factor 3. Factors 1, 2, and 3 when combined are significantly more important than Factor 4. These evaluation factors are subject to change. Any changes to evaluation factors will be shown in the solicitation. The solicitation will include a detailed list of evaluation factors, including any subfactors or elements, and will provide instructions for proposal requirements and the basis for award.
