Description
The National Institutes of Health (NIH), Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD), intends to procure statistical services from the University of Bristol. The Institute intends to purchase this service by other than full and open competition under the authority of the Federal Acquisition Regulations (FAR) 6.302. NIH and The University of Bristol have a long term collaborative relationship identifying early childhood behaviors that increase risk of later alcohol and substance misuse, which is critical for identifying potential prevention interventions. The study originally enrolled approximately 14,500 pregnancies and has followed these families until children reach adulthood. Data is available for these analyses and links dietary patterns of mother in pregnancy, children, adolescents and phenotypic characterizations of their alcohol and substance misuse behaviors. The previous research began the characterization of diet and environment that may influence development of alcohol and substance abuse disorders. Continued research requires statistical work to 1) characterize the clusters of childhood behaviors that increase risk of later alcohol and substance misuse and 2) continue to examine effects of dietary patterns, seafood intake, blood compositional levels, and environmental contaminants and how they influence the clusters of childhood risk behaviors and alcohol and substance misuse behaviors. The data already done in the previous ten-year study is only available from the University of Bristol. To change vendors would be detrimental to the research already performed. A different vendor might add different variables and would duplicate the work already performed and would not be cost effective to the Government. This notice of intent is not a request for competitive quotations; however, all responses received within 15 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely for the purpose of determining whether to conduct a competitive acquisition. Offerors who are capable of providing at a minimum, fifty-one percent (51%) of the required/actual services of this solicitation, may request a copy of the Request for Quotation (RFQ) in writing to the Contracting Office Address listed or via email to: muckt@mail.nih.gov prior to the closing date of this notice or before February 27, 2013 at 10:00 am EST. It is anticipated that RFQ - NIH-NICHD-13-027 will be available fifteen (15) days after the publication date of this synopsis. Receipt of quotations will be due ten (10) days after the release of the RFQ. All requests for quotations must have a valid email address. Email quotations must contain offerors name, address, telephone number and an authorized company representative signature. Any questions regarding this announcement must be sent via email to muckt@mail.nih.gov and must include solicitation # NIH-NICHD-13-027 in the subject line of email. PLEASE NOTE: In order to receive an award, contractor must be registered and have valid certification in the System for Award Management (SAM) [formerly CCR].
