Description
The International Thermonuclear Experimental Reactor (ITER) is a project underway in Saint Paul-lez-Durance, France (ITER Cadarache site) to construct a device that will demonstrate nuclear fusion power at a powerplant-relevant scale (http://www.iter.org/). Work scope associated with diagnostics systems supplied to ITER by the US is assigned to the Princeton Plasma Physics Laboratory (PPPL), a national laboratory operated for the United States Department of Energy (DOE) by Princeton University under Contract No. DE-AC02-09CH11466, and PPPL is responsible for the work described in a Statement of Work (SOW) that will be published as part of the above-referenced PPPL RFP No. 13-031. The RFP SOW will cover a portion of the Low-Field-Side (LFS) Reflectometer system that is one of the diagnostic systems being provided by the US. The LFS X-mode system, reflecting off the upper cutoff, is used to probe the scrape-off layer (SOL) profile. The LFS O-mode system is used to provide the profile in the outboard gradient region. The radial extent of the probed region for each of these systems depends on plasma parameters, the toroidal field, the probing frequency ranges and polarization. It is anticipated that the Supplier selected as a result of this RFP shall form a collaborative team with one or two subcontractors that distributes the tasks described in the RFP SOW. The desired outcome of this solicitation is to award a subcontract to an institution that will lead a LFS Reflectometer collaborative team that has the collective expertise and experience to complete the LFS Reflectometer R&D and design phase and also have the expertise, experience and resources to develop the software and fabricate and deliver the LFS Reflectometer hardware identified in the SOW. The Supplier shall have responsibility for the transmission line performance testing, physics modeling and coupling to support preliminary and final design and specifying and overseeing fabrication and testing of instrumentation able to make fluctuation and profile measurements consistent with measurement requirements. Providing real-time analysis for feedback control shall also be the responsibility of the Supplier. The Supplier selected shall interface directly with each subcontractor and manufacturer to coordinate activities and maintain an effective Quality Assurance Program with implementing procedures to assure compliance with this SOW. PPPL shall be informed of activities and shall have final approval authority with benefit of recommendations of the Supplier. The Supplier shall develop and maintain an overall schedule for the design and production of the equipment including major milestones. It is the intent of PPPL to distribute a Request for Proposals (RFP) to perform the work objectives described in the SOW. The subcontract period of performance for the R&D and preliminary and final design phase will be approximately three years (June 2013 through September 2016). The proposed subcontract to be awarded to the LFS collaborative team will also have an option to award the fabrication phase of the SOW based on the design and requirements approved at the FDR. This announcement is not a solicitation and does not obligate PPPL to issue a solicitation. Interested parties who feel that they possess the capabilities to provide the services described above should submit a statement demonstrating their capabilities to perform this work. Information submitted should describe your organization, personnel, facilities, applicable subcontractor network and past experience to meet specific needs stated above.
