- This synopsis is a notice of the Government's intent to solicit from, negotiate with, and authorize and approve an award of a Firm Fixed Price (FFP) contract, on a Sole Source basis, with Mobilisa, Inc. This acquisition is solicited under Commercial Item Simplified Acquisition Procedures specified in FAR Part 13.5, Test Program For Certain Commercial Items. This action is accomplished under the statutory authority cited in 10 USC 2304(c) (1): FAR 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirement. The proposed FFP contract is for the procurement of software subscriptions and warranties to the existing handheld, Mobilisa devices. Subscription period is for 24 months. The applicable North American Industry Classification System (NAICS) code is 511210 and the size standard is $35.5 million. This notice of intent is not a request for quotation or a solicitation for offers and is posted for seven (7) calendar days. No solicitation package will be available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. If no affirmative written response is received by 4:00 p.m. (CST), 20 February 2013, the contract will be issued without further notice. A determination by the Government not to compete this contract is based on this notice and is solely within the discretion of the Government.
