- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. W912L2-12-R-0003 RAW SUBSISTENCE SINGLE AWARD BLANKET PURCHASE AGREEMENT SOLICITATION The Arizona Army National Guard intends to award to provide the following: provision and delivery of raw subsistence items to Arizona Army National Guard units at various statewide locations concurrently. Deliveries shall be made in accordance with all pertinent Federal, State and local health and sanitation laws, regulations and standards, including those of the United States Department of Agriculture (USDA), and the State of Arizona Department of Sanitation. The North American Industry Classification System (NAICS) code is 424410. The Government intends to solicit through full and open competition, pursuant to FAR 6.101, and to establish a single BPA with only one responsible source that can provide the supplies and represents the best value, under the authority of 12.6: Streamlined Procedures For Evaluation And Solicitation For Commercial Items, 13.106-1(A)(2): Contracting officers are encouraged to use best value, 13.303-2(C)(2): A single firm from which numerous individual purchases at or below the simplified acquisition threshold will likely be made in a given period. 15.101-2: Lowest price technically acceptable source selection is basis authority used for offer evaluation. The attached Statement of Work provides details for contract performance. The lowest aggregate cost to meet the stated requirement constitutes the basis of evaluation for award of this BPA. The proposed BPA timeframe is five (5) years from date of award. The anticipated annual aggregate cost of this BPA is approximated at between $250,000 to $1,000,000 per year or an approximate aggregate cost over five (5) years of $5,000,000.00 or less. Interested responsible offerors shall submit a completed pricing schedule demonstrating their competitive position in the market. The Government shall select the source based on the comparative analysis of this pricing schedule from only responsive and responsible sources. Submissions after the solicitation expiration date may not be considered. Award determination: A.The Government will evaluate quotes and an award will be made to the responsible vendor whose quote conforming to the solicitation represents the best value. Best value means greatest overall benefit in response to the requirement. The following factors shall be used to evaluate quotes: Price and technical capability. Price - The Government will evaluate the total price of the requirement including all items. Technical capability will include meeting the requirements listed above. There is no relative order of importance assigned to the above evaluation factors. B.Vendors shall include with their quote a description detailing how the items included in the quote conform to the description of requirements. The description should be in enough detail to allow the Government to be able to make a determination that the quote is in conformance with minimum requirements. Your quote should highlight the technical capability requirement as listed above. C.Vendors shall provide pricing information for each and every raw subsistence item listed in the pricing schedule above, inclusive of delivery charges. Failure to provide ALL required information as described above, by the time and date of closing of quotes may result in no further consideration given to your quote. D.To be considered responsive, you must provide pricing for all items on the pricing sheet above, inclusive of delivery charges. You must provide a quote by the date and time identified in the solicitation. Failure to provide this information by the date and time identified in the solicitation may result in no further consideration given to your submission.
