Description
The U.S. Army Corps of Engineers, New England District is issuing a Sources Sought Announcement for a combined maintenance dredging project located in Norwalk and New Haven, Harbors, Connecticut. This announcement is to determine the interest, availability, and capability of HUBZone, Service-Disabled Veteran-Owned and Small Business concerns as described below. The NAICS code for this procurement is 237990. The project is planned to be issued on or about May 2013. The construction will occur in the winter of 2013-14 and is expected to take several months. The estimated construction cost is between $10,000,000.00 and $15,000,000.00. The work of this project consists of mechanically dredging two separate harbors in the state of Connecticut. Both projects are to utilize the Central Long Island Sound Disposal Site (CLIS). The material dredged from the Norwalk Harbor is to be capped by material dredged from the New Haven Harbor, although intermingling of material will be allowed as long as all material from the Norwalk Harbor is ultimately capped by material from the New Haven Harbor with a specified thickness. The Norwalk Harbor project is estimated to consist of dredging 150,000 cubic yards of material. The dredge window is October 1, 2013 to January 31, 2014. The project depth is 12 feet deep below mean lower low water (MLLW), and will be located from the Washington Street Bridge extending southwards along the Federal channel. The distance between the project site and the disposal site is approximately 35 miles. The New Haven Harbor project consists of dredging a navigation channel and turning basin 35 feet deep below mean lower low water (MLLW) from Long Island Sound to the confluence at the Quinnipiac River. Only the main channel north of the breakwaters and the 35 foot turning basin will be dredged during this phase of the project. Approximately 810,000 cubic yards of predominantly silt and very fine sand material will be dredged from the channel and turning basin areas. A mechanical dredge using closed clamshell buckets will remove material from the shoaled portions of New Haven Harbor channel, and place it into scows. Dredging and disposal operations are anticipated to take 4 to 8 months, and will be during the period from October 1, 2013 to May 31, 2014. The portions of the channel north of Sandy Point shall be dredged in the months of October 1 through January 31, while the portions of the channel to the south would be dredged in the months of October 1 through May 31. Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, etc.) as well as what type of equipment the firm is proposing to use. Additionally, firms should submit the types of prior experience they have. This experience must have been performed within the last five years. Responses are due by February 21, 2013. Responses should be addressed to the U.S. Army Corps of Engineers, New England District, 696 Virginia Road, Concord, MA 01742-2751, ATTN: Kimberly Pumyea. Responses are limited to twenty pages. Interested firms shall provide the above documentation in one original form and one copy. The Government will not pay for any material provided in response to this market survey nor return the data provided. This notice is for information purposes only and is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
