Description
NASA/GSFC intends to issue a 16 and a half month extension modification to Analex Corporation contract number NNG08CA01C pursuant to 10 U.S.C. 2304(c)(1), Only One Responsible Source, in support of NASA's Goddard Space Flight Center's Applied Engineering and Technology (AETD) Directorate. This extension modification will provide GSFC with critical services for a period of up to 16.5 months from May 15, 2013 through September 30, 2014. This will allow for the continuation of Environmental Testing and Integration (ETIS) services until the follow-on competitive procurement is awarded. The current contract is a Cost Plus Award Fee (CPAF) Indefinite Delivery Indefinite Quantity (IDIQ) type contract. The preliminary stages for the follow-on procurement are currently on-going. The extension modification is necessary in order to allow for the continuation of these services for up to 16.5 months in order to avoid disruption to NASA/GSFC Environmental Testing and Integration services. GSFC's needs these services to ensure program continuity and critical mission support and to avoid significant technical impacts to NASA programs. These services provided under this contract by Analex are critical to Goddard and NASA meeting its mission objectives. If there were any break in these services, it would seriously jeopardize many of Goddards on-going missions and cause unnecessary schedule delays. Currently, the ETIS contract supports many of Goddards most highly visible missions including the James Webb Space Telescope (JWST), Hubble Space Telescope (HST), Global Precipitation Measurement (GPM), and Magnetosphere Multiscale Mission (MMS), to name a few. Without the Environment Testing and Integration Services contract, these missions could not be completed in a timely fashion. Therefore, it is imperative that these services continue without interruption. In accordance with 6.302-1(c)(iii), for DoD, NASA, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in unacceptable delays in fulfilling the agency's requirements. Analex as the incumbent, is the only known responsible source qualified to perform this requirement during this interim period due to its combined training, experience, and expertise to provide uninterrupted continuation of mission critical support. The statutory authority for other than full and open competition is 10 U.S.C. 2304 (c)(1), Only One Responsible Source. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 3:30 p.m. Eastern Standard Time on February 20, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. An Ombudsman has been appointed. See NASA Specific Note 'B'.
