This is NOT a request for proposals or quotations and in no way obligates the Government to award any contract. The United States Coast Guard (USCG), Aviation Logistics Center (ALC) is conducting market research to seek sources able to provide a hand held vibration collection system. The equipment will be used on multiple USCG platforms (MH-60, MH-65, HU-25, HC-130 and HC-144) to provide diagnostics for rotor smoothing, drive train, turbine engines and gearboxes. It should be compatible with the Windows operating system and supported with software updates and technical support. The carry-on system shall measure and process vibration and parameter information on aircraft ground turns and during helicopter track and balance operations. The system should include a way to monitor vibration throughout the airframe, propulsion system and drive train where balancing is required. Responses to this notice should include company name, address, telephone number, and point of contact (POC). Responses should also include approximate lead-time for the item and details and terms of any standard warranty included with the product. Please respond to the following questions: 1) Who is the manufacturer and what is the part number of the analyzer you will be supplying? 2) Are your company's cases water tight? 3) What type of material are the cases made from? 4) What is the total weight of your company's analyzer? 5) What will be the collection rate of your company's analyzer? How much non-volatile memory for program and data storage will be available? 6) How many channels will be available for testing? 7) What aircraft configurations will your company's analyzer test and specifically what test per airframe? 8) What software/operating systems does your company's analyzer interface with? 9) What method and data format is used to transfer the data from the operator to a computer server for analytical purposes? 10) Does your system support universal serial bus cable interface? 11) Sensors used for data collection with your company's analyzer include what devices? 12) Will software upgrades for the analyzer and USCG computers be supported and for how long? 13) Does this analyzer require calibration and is this a service that your company will support? 14) Will you be able to provide manuals, training materials and instructions? 15) Does your company's analyzer meet any Department of Defense (DOD), Federal Aviation Administrative (FAA), or Military Standards? 16) Is your company a large or small business and how many employees? 17) What NAICS code does your company use for this type of material? 18) If small, does your company qualify as a small, emergent business, or a small disadvantaged business? 19) If disadvantaged, specify under which disadvantaged group and is your company certified under Section 8(a) of the Small Business Act? 20) Is your company a certified hub zone firm? 21) Is your company a woman-owned or operated business? 22) Is your company a certified Service-Disabled Veteran-Owned? 23) Is your company's product listed on a GSA schedule? 24) Do you have other government agencies using the product, and if so which agencies, POC's and contract numbers?
