- The General Services Administration is requesting proposals for renewable energy certificates (RECs) for the World Bank Group and International Finance Corporation to meet environmental goals. The successful offeror will deliver the required RECs for the World Bank Group's fiscal year 2013. The delivery date for the RECs is May 31, 2013. The solicitation requests pricing for a total of 135,381 MWhs of RECs produced from new renewable resources and meet the definitions of the solicitation. The procurement method will be a competitive negotiated Request for Proposal (RFP) conducted in accordance with Part 12 (Commercial Item) of the FAR. This announcement constitutes the presolicitation notice and the synopsis. The Government intends to award a contract to the offeror that offers the lowest price per MWh for RECs and meets the solicitation's minimum technical requirements. Supplier technical and price responses to the solicitation are due no later than 11:00 a.m. on February 27, 2013. Proposals must be emailed to the Contracting Officer per the solicitation due no later than 11:00 a.m. on February 27, 2013. This procurement is being conducted on an unrestricted basis.
