Description
The Ogdensburg Custom House, located at 127 North Water Street. Ogdensburg, NY is soliciting bids for the following: Under this project, the Government seeks to enhance the interior office space in the wing areas (east and west wings), the addition of an antenna and both interior and exterior signage for the Ogdensburg Customs House. This project entails both interior and exterior work. Interior space modifications are mainly in the wings of the building. This work will consist of HVAC upgrades, electrical modifications/additions, minor communications work (IT, Voice etc), Security and Access Control devices, interior signage, new or re-finished flooring, lockers in the changing rooms, new energy efficient and esthetic lighting, painting and other general work to enhance the working environment of the CBP officers. There will be some minor wall demolition and additions. Exterior work consists of the addition of an 80 foot high antenna (and associated electrical and communications work) and a large exterior sign. The contractor will be expected to furnish all materials, equipment, labor, and supervision. In accordance with FAR 14.408-1, award will be made as a firm fixed price sealed bid construction contract to a responsible bidder whose bid, conforms to the invitation, will be most advantageous to the Government, considering only price and the price-related factors included in the invitation. The magnitude of this construction project is estimated between $1,000.000 and $5,000,000. The appropriate NAICS Code is 236220 addition, alteration and renovation general contractors, commercial and institutional building, with a size standard of $33.5 million dollars. Performance and payment bonds will be required following award pursuant to the Miller Act. A bid guarantee is also required. The procurement is 100% set-aside for HUBZone small business concerns. Offers from other than HUBZone small business concerns will not be considered by the agency. The required construction completion date is approximately 150 days commencing one day after the contract has been awarded and notice to proceed is issued. The tentative solicitation release date is no earlier than 15 days after posting of this notice in FedBizOpps. It is anticipated that the solicitation (IFB) will be issued on or about February 19, 2013, with bids due on or about March 21, 2013. The solicitation (specifications, clauses and provisions, and bid forms) will only be available electronically on the FedBizOpps website. FedBizOpps is a secure website designed to safeguard sensitive but unclassified (SBU) acquisition data. Potential bidders must register with FedBizOpps in order to have access to the solicitation material. Registration includes, providing your Central Contractor Registration (CCR) Marketing Partner Identification Number (MPIN). Additionally, any vendor submitting a bid is required by the FAR to use the System for Acquisition Management (SAM). SAM is a web-based system that centralizes and standardizes the collection, storage, and viewing of many of the FAR required representations and certifications previously found in Solicitations. With SAM, vendors now have the ability to enter and maintain their representation and certification information. Vendors will need to review and/or update the SAM record when changes are necessary; annually to maintain an active status.
