Description
The Utah National Guard, in accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, intends to award a firm fixed price purchase order on a sole source basis to Black Diamond Modular Tactical Systems Company, 7450 South Priest Drive, Tempe AZ 85283 to provide miscellaneous equipment for wearable modular tactical systems and software upgrade to existing equipment. The Black Diamond Modular Tactical System is the only product that has a tactical mission computer, universal tactical display, GPS, A/C D/C power adaptor, plate carrier vest, and mobile radio all inclusive as one final product. This is the only manufacturer who has had their product tested with the US Special Operation Forces and deployed to Operation enduring Freedom Operations in support of Joint Terminal Attack Controller (JTAC) operations. Integration of the Modular Tactical Computer system along with ancillary radio systems will provide digitally aided Close Air Support (CAS) capabilities in accordance with JCAS MOA 2004-01 Joint Terminal Attach Controller (JTAC)(Ground) dtd 1 Jan 2012. This equipment will provide 19th Special Forces interoperability capabilities with existing systems (ie PSC5, PRC-117G, PRC-152, AN/PRC-148, RT-1922 EPLRS (CNRS), AN/PRC-154 (Rifleman Radio), FBCB2, Falcon View, AFATDS, MS Office, PLRF, and SIR (ROVER). Interested parties may identify their interest and capability to respond to this requirement to the USPFO for Utah within fifteen (15) calendar days from the date of publication of this notice. Supporting information must be furnished to demonstrate the firm's ability to provide the stated services. Information can be sent to the Contract Specialist, Ms. Jennifer Shaw at jennifer.shaw5@us.army.mil. No telephone or facsimile requests will be accepted. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, USPFO for Utah will proceed with the sole source award.
