- This is the official 15 day synopsis for this requirement for functional support of the CCARs database system for various organizations at Hill AFB. On or after 20 Feb 2013, the solicitation with accompanying documentation, i.e., model contract, statement of work, DD Forms 1423 (CDRLS) for administrative reporting, and other items will be posted under this notice. Offers will be due 30 days after that release and will be evaluated on a full and open competition basis. The AFLCMC/WWM, Hill AFB, Utah, intends to award a services contract for Business Analyst functional support of the Comprehensive Cost and Requirement (CCaR) System already deployed within the F-16 Systems Program Office (SPO), and other organizations at Hill AFB. The CCaR System supports unique organizational funding, planning, and reporting requirements. Future requirements may result in the addition of support for other organizations at Hill AFB. Functional and technical support will be provided for the period from award of this contract through 31 Jan 2014 with additional option periods and/or organizations as will be defined for pricing on the model contract. Draft documentation, including model contract and Performance Work Statement (PWS) can be viewed under FBO pre-solicitation notice FA8232-13-R-CCAR. A description of general and specific task requirements are provided below. General Requirements: - Provide CCaR certified business analyst personnel with training certification (available from the original designer of the database) and a minimum of 6 months CCaR experience. - Establish and maintain Government organization's accounts and privileges. - Conduct familiarization at the Government organization's request on CCaR functionality to the Government organization's personnel on CCaR capability and procedure updates, tailored to the Government organization's processes and requirements. - Serve as the expert on the functionality and operation of the CCaR System database and have in-depth knowledge of Government acquisition and financial management. - Monitor the accuracy of the Government organization's data. In the event of data discrepancies, coordinate and resolve corrections/solutions with the appropriate Government organization's personnel. - Provide budget and execution support. - Provide daily document and data reconciliation. - Provide a wide variety of support ranging from day-to-day CCaR maintenance to ensuring the accuracy of the Government organization's financial data. Special Requirements: - Each Government organization may be located within a different facility on Hill AFB, UT. - Work a 40-hour workweek, Monday through Friday, during the flex hours of 0700-1700, except federal holidays. Not required to provide service on the following days: New Year's Day, Martin Luther King Day, President's Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day. If the holiday falls on a Sunday, it is observed on Monday. If the Government facility is closed, Contractor will be required to work normal duty hours from an alternate facility. - Participate in military exercises conducted in the facility, as required, excluding augmentee actions. - Provide Monthly Status Report (MSR) to Contracting Officer Representative (COR) no later than 3rd business day of each month. Report shall include Company Name, POC for Report, Contract Number, Period of Report, Primary Duty Tasks accomplished by CLIN for the reporting period, Other Accomplishments, Issues/Resolutions, Training Conducted, Meetings Attended/Supported, Contract Funds Status, Recommendations for New Procedures, Software Enhancements and Requirements (SER) submissions, Functional Support Provided, Plans for the Next Month. Security Requirements: - Obtain and maintain a common access card. - Complete the "Unescorted Entry Authorization Certificate" (AF Form 2586) for each Contractor employee requiring access to Hill AFB and submit to contract administrator. - Complete "National Agency Check" (SF 85P) for each Contractor employee to access computer Internet or Intranet and submit to Computer Functional Security Manager. - Complete annual IAAP training and certification prior to being allowed computer access. Sources capable of meeting the requirements in the above Purchase Description may respond to the solicitation which will be publicized 15 days subsequent to this notice, and will be evaluated in accordance with their responsiveness to the requirements and criteria that will be evident in that posting. The Government intends to evaluated competitive offers and will award a single contract within the scope and effort that will be described. The Air Force has utilized market research developed under previous sources sought synopsis, FA8232-13-R-CCAR, that was posted to this FBO venue in developing its acquisition strategy, Performance-based Work Statement (PWS), and Performance Specifications. Any proprietary information that is submitted may be used as a general concept but specific information will be safeguarded as proprietary, if so marked. Interested offerors should stand by for release of the official solicitation documentation.
