- NOTICE OF INTENT TO Restrict Sources and conduct a limited competition. The U.S. Patent and Trademark Office (USPTO) intends to conduct a procurement on a limited competition basis in accordance with procurement flexibilities provided in the USPTO Efficiency Act, 35 U.S.C. §2(b)(4)(A). On January 16, 2013, the USPTO issued a Request for Information ( Fedbizopps Sources Sought notice DOC52PAPT1300013) seeking sources capable of providing computer test administrator (CTA) services with testing facilities in all fifty states, Puerto Rico, and Guam. The results of the RFI indicated that there is a limited number of sources capable of providing the required services. Therefore, the USPTO will be issuing a solicitation only to those known sources capable of providing the full array of CTA services. This notice is neither a request for quotes nor a solicitation of offers. This is a follow-on requirement and the USPTO anticipates making a single award, firm fixed price-type (no cost to the agency) contract with a period of one base year and four (4) 12-month option periods. Contract start date is anticipated to be June 9, 2013. The associated North American Industry Classification System (NAICS) code for this requirement is 611710 (Education Support Services).
