Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, and 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The provisions and clauses incorporated herein are those in effect through Federal Acquisition Circular 2005-23, effective December 26, 2007. This requirement is being synopsized as sole source under standard industrial classification code 8299 The Department of Veterans Affairs Medical Center/Employee Education Resource Center, St. Louis, MO proposes to enter into a non-competitive commercial item contract with Amputee Coalition of America at 900 E. Hill Ave. to provide memberships and materials to VISN 11: (1) This solicitation is unrestricted and The North American Industry Classification System (NAICS) is 541618. The software licenses are proprietary only to the company. Interested persons may identify their interest and capability to respond to the requirement or submit proposals by 11 February by 1:00pm cst to Wanakee Strickland, wanakee.strickland@va.gov,. The following provisions and clauses shall apply to this solicitation: 52.252-2 Clauses Incorporated by Reference. This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. Offerors must include a completed copy of the FAR 52.212-3 Offeror Representations and Certification along with his/her proposal; FAR 52.212-4 Contract Terms and Conditions Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes on Executive Orders Commercial Items and in accordance with FAR 12.603(c) (2)(xii) the following provisions under the clause apply (b)(11)-(b)(15), (b)(19)(i), (b)(21), (b)(25) (b)(26) applies if Government Purchase Card is used, (c)(1), (c)(2), and VAAR 852.270-4 Commercial Advertising; 852.237-70 Contractor Responsibilities; and 852.270-1 Representatives of Contracting Officers. A.GENERAL 1.Title of Contract: Veterans Integrated Service Network (VISN) 11 organizational Memberships from 'The Advisory Board Company' 2. Scope of Work/Services: The contractor, through the VHA, Employee Education System (EES) shall provide VISN 11 three organizational membership access to the following 'The Advisory Board Company" memberships: "Health Care Advisory Board"; "Nursing Executive Center", and "Clinical Advisory Board". 3. Background: VISN 11 requires the healthcare services organizational membership with 'The Advisory Board Company' membership that will be able to provide expert technical services to support executive education and leadership development, decision support tools and consultation services to the health system staff. A need exists within VISN 11 for comprehensive performance improvement support that includes best practice research, consulting and training services, technology assessment, and business intelligence tools that will provide evidence-based solutions necessary to make informed business decision and provide a platform to identify and leverage emerging healthcare trends and technology. VISN 11 requires a single outside VHA source with an inventory of published studies and customized research briefs on progressive healthcare management and clinical practices in health care industry. In general, the research focuses on the best and worst demonstrated practices, helping member institutions benefit from one another's shared experiences and learning curves. As part of the membership, the organization will make available, a team of multidisciplinary and cross functional industry experts who will offer consultative services either in-person and/or on conference calls as required by the specific request for assistance. Additionally, the contractor/company must be research/evidence based performer to include operational analysis, market analysis, technology assessment and the development of business intelligence tools. The vendor/company shall: a.have shown evidence of demonstrated competence in providing assistance in the area of strategic, operational and management issues with a major focus on continuous performance improvement in the healthcare industry; b.have shown evidence of well-developed Policy and Procedure guidance and technical assistance, which reflect a philosophy and understanding of cultural transformation; c.have provided staff and executive leadership development and training that demonstrate experience in successfully transformation of organizations and the culture of staff; d.have provided on site leadership training, implementation training, clinic support team training, strategic development and implementation sessions with formal curriculum and "train the trainer" components. Objectives: Task 4.1 EES requires 'The Advisory Board Company' to provide full organizational memberships to for VISN 11 VA Medical Centers (VAMC) to the following three memberships: "Health Care Advisory Board"; "Nursing Executive Center", and "Clinical Advisory Board". Deliverable 1 Provide all access organizational memberships ("Health Care Advisory Board"; "Nursing Executive Center", and "Clinical Advisory Board") for the VISN 11 facilities below: Name of VAMC: Location of VAMC Aleda E. Lutz VA Medical Center Saginaw, MI Battle Creek VA Medical Center Battle Creek, MI John D. Dingell VA Medical Center Detroit, MI Richard L. Roudebush VA Medical Center Indianapolis, IN VA Ann Arbor Healthcare System Ann Arbor, MI VA Illiana Health Care System Danville, IL VA Northern Indiana Health Care System - Marion Campus Marion, IN VA Northern Indiana Health Care System - Fort Wayne Campus Fort Wayne, IN 4.1.1 Task One: Contractor shall provide invitation to participate in the formal presentations on best-practices, tactical guidance, diagnostic tools, and process improvement with nationally renowned industry experts/leaders. Formal presentation shall: "Include small gatherings of select member VISN 11 executives to discuss highlights of recent research and facilitating group discussion among peers. Attendance must be open to VISN 11 office senior leadership and health care system directors. "Include large gatherings of members where best practices are reported in conjunction with other major research studies. Attendance must be open to all individuals in VISN 11. "Locally gather with senior research faculty to discuss/present current and locally relevant research findings. Presentations should be designed to serve as the centerpiece of VISN 11 and health care system-level internal planning sessions, seminars, or retreats. At least one (1) annual onsite research presentation must be included as part of the organization's support. "National interactive conference calls including educational "intensives" on completed best practice research and discussion of new developments in technology. Deliverable One: All members will be invited (as applicable) to participate in the formal presentations. "Access to Members Section on the website featuring resources to include a detailed listing of formal presentation and briefings scheduled during the membership period. The listing will include specific information on dates, times location and procedure for registration/participation. 4.1.2 Task Two: Contractor shall provide the required three organizational memberships and the memberships resources dedicated to the continuous examination of change initiatives in health care and their implications for hospitals and health system to include: "Printed materials and books including service line specific intelligence on the future of service line economics and growth; service lines covered should include at a minimum cardiac surgery, cardiology, general surgery, diagnostic imaging, women's services, neurosciences, oncology, orthopedics, and vascular care. "Detailed overviews of facility designs and construction. Studies highlight strategic, clinical, and financial considerations in several key areas, including emergency care, critical care, ancillary services, operation room, and medical/surgical units. "Concise analyses of emerging clinical technologies including published materials summarizing the latest utilization and financial forecast, historical trends, analyses, and qualitative indicators. "Timely briefings in a shorter, web-friendly format and teleconferences that provide practical advice and evaluation of emerging clinical technologies, changes in the healthcare market, and innovative healthcare delivery advances. Deliverable Two: All three organizational memberships shall provide access to a members section on the contractors website featuring all current and previously printed materials, detail overviews and analytic documents to major published reports on relevant research that profile best practices in hospital and health system operations. "Access will be provided within thirty (30 days) of a formal request for access. Membership shall provide full and unlimited access to all past and current research studies. "A detailed listing of formal presentation and briefings scheduled during the membership period will be provided to membership on a member web page. The listing will include specific information on dates, times location and procedure for registration/participation. "Research staff must be available to answer questions on any past or current research topic as well as to discuss related member initiatives. "Dedicated website for the membership with unlimited access to the entire body of research. Members may access research, request analyst support, leverage online data tools, order published materials, schedule onsite presentations or register for program meetings and teleconferences. "Regular summary of healthcare news from across the country distributed via email. All members will have the ability to elect to receive any of the aforementioned e-newsletters. 4.1.3 Task Three: Contractor shall provide full membership access a members section online that features all current and relevant forecasting and analytical tools. The analytic tools must be updated on a regular basis and data analysts must be available for regular support. Membership shall provide full and unlimited access to all past and current forecasting and analytic tools. 4.1.4 Task Four: The contractor shall provide best practice research consulting and training services, technology assessment and business intelligence tools necessary to make informed business decisions and leverage emerging healthcare trends. Staff and executive leadership development and training shall be provided that demonstrates experience in successful transformation of organizations. The contractor shall provide on-site leadership training, implementation training, clinic support team training, strategic development and implementation sessions with formal curriculum and "train the trainer" components Deliverable Four: Contractor shall provide onsite consultation and education/staff development programs during the membership period. Consultants will provide on-site educational materials during visit and written summaries of recommendations within 30 calendar days. 4.1.5 Task Five: Invitation to participate in the Annual Conference with nationally renowned leaders and other member organizations. Deliverable Five: All members will be invited to attend the Annual Conference. 5. Period of Performance: The period of performance shall be for one year from date of contract award with a one year option period. 6. Place of Performance: N/A 7. Government Recognized Holidays. The following Holidays are observed: New Years DayLabor Day Martin Luther King DayColumbus Day Presidents' DayVeterans' Day Memorial DayThanksgiving Day Independence DayChristmas Day 8. Type of Contract: The Government anticipates award of a Firm Fixed-Price contract. B.CONTRACT AWARD MEETING: N/A C. GENERAL REQUIREMENTS: N/A D. FORMAL ACCEPTANCE OR REJECTION OF DELIVERABLES: The Government will review within three days each deliverable and provide feedback/comments. The contractor shall have three business days to incorporate feedback/comments and make appropriate revisions. The contractor shall provide the revised version of each deliverable within two days to the Contracting Officer's Technical Representative (COR). The COR will review and determine final acceptance by the Government. The COR will notify the contractor of final acceptance within five business days. E. CHANGES TO THE PWS Any changes to this PWS shall be authorized and approved only through written correspondence from the Contracting Officer. A copy of each change will be kept in a project folder along with all other products of the project. Costs incurred by the contractor through the actions of parties other than the Contracting Officer shall be borne by the contractor. F. CONTRACTOR REPORTING REQUIREMENTS: N/A G. TRAVEL: Travel is NOT anticipated for the performance of this contract. H. CONFIDENTIALITY AND NONDISCLOSURE It is agreed that: 1. The preliminary and final deliverables, and all associated working papers, application source code, and other material deemed relevant by VA which have been generated by the contractor in the performance of this contract, are the exclusive property of the U.S. Government and shall be submitted to the Contracting Officer at the conclusion of the contract. 2. The Contracting Officer will be the sole authorized official to release, verbally or in writing, any data, draft deliverables, final deliverables, or any other written or printed materials pertaining to this contract. No information shall be released by the contractor. Any request for information relating to this contract, presented to the contractor, shall be submitted to the Contracting Officer for response. 3. Press releases, marketing material, or any other printed or electronic documentation related to this project, shall not be publicized without the written approval of the Contracting Officer. Information Security: Contractor will not have access to VHA personnel sensitive information nor will contract have access to any VHA information technology systems.
