- Description
- 1. The Department of the Army, Mission and Installation Contracting Command (MICC), Fort Gordon, Georgia, intends to solicit proposals for a contractor to provide base newspaper services at Fort Gordon, GA. The contractor shall provide all personnel, equipment, labor, supplies, tools, materials, supervision, and other items necessary to assemble, print, and distribute up to 25,000 copies weekly of a Civilian Enterprise (CE) broadsheet newspaper at no cost to distribution points on post and other designated locations, using editorial material and instructions supplied by the Government. A minimum of 50 issues per year will be published. A complete performance work statement (PWS) will be included in the solicitation. The request for proposals (RFP) number is W91249-13-R-0005 2. The solicitation will result in the award of a single agreement. The resulting contract will be awarded as a no-cost agreement; the right to circulate the advertising in this publication to the Department of Defense readership constitutes contractual consideration to pay for the publication. The applicable NAICS code is 511110 Newspaper Publishers and the small business size standard is 500 people. This procurement will be competed full and open (unrestricted). 3. The anticipated contract period of performance is a base period of May 2013 - May 2014 plus 2 two-year option periods (Option Year One: May 2015 - 31 May 2016; Option Year Two: May 2017- May 2018) that expire on May 2018. 4. Telephonic requests for the solicitation will not be honored. When issued, the solicitation will be available via the FedBizOpps website, http://www.fbo.gov/. The tentative solicitation issue date is 11 February 2013 and the anticipated closing date is 13 March 2013. Interested offerors are advised to consult the actual solicitation for final dates and times. 5. Offers from all capable and responsible sources will be considered. Firms offering a response to this notice should ensure that they are registered in the System for Awards Management database, https://www.sam.gov/portal/public/SAM# and ensure that the applicable NAICS code 511110 is included in their profile prior to submission of proposals. 6.
