- The U.S. Fish and Wildlife Service, Region 4, Division of Contracting and grant Services plans to issue a Request For Proposal (RFP) F13PS00177, the RFP will be posted on or about 02/19/2013. This requirement is for the Cox Ferry Dock Replacement at Waccamaw National Wildlife Refuge, Georgetown, South Carolina. This RFP will be advertised as a Full and Open Competition process under the North American Industry Classification System (NAICS) code of 237990 Other Heavy and Civil Engineering Construction. Standard Size; $33.5 Million. When posted, the Specifications, Drawings, and other related documents will be available for download via the Fed Connect website https://www.fedconnect.net/Fedconnect/, use the search Public Opportunities box to access the solicitation by reference number. Postings will also be linked to Fed Connect via the Federal Business Opportunities website at www.fbo.gov. The magnitude of this construction project is between $150,000.00 and $240,000.00. The basis of award will utilize the best value continuum -- lowest price technically acceptable source selection process in accordance with FAR subpart 15.101-2 to result in an award to the responsible offeror pursuant to FAR subpart 9.1. The technical/non-price evaluation factors include experience, quality control plan, key personnel, and past performance, where technical/non-price evaluation factors, when combined, are significantly more important than price.
