- The Military Installation Contracting Command-Carlisle Barracks intends to award this requirement for the Center for Strategic and Budgetary Assignments (CSBA) Portfolio Rebalancing Tool and professional instruction services on a Sole Source basis to: The Center for Strategic & Budgetary Assessments, 1667 K ST STE 900, Washington D.C., 20006-2803 on a Firm Fixed Price Contract. This Notice of Intent to Award Sole Source Synopsis is not a request for competitive quotes however, all information received in response to this notice will be used within the Contracting Command to facilitate decision making and will not be disclosed outside the Command. The intent of this market research is to locate qualified, experienced, and interested potential sources to broaden future competition. Responses will not be considered as proposals, nor will any award be made as a result of this Sources Sought announcement. The Command will NOT be responsible for any costs incurred by interested parties in responding to this Sources Sought announcement. Should any future requirement(s) evolve from this preliminary planning process, the period of performance is anticipated to be 01 MAR 13 through 05 MAR 13. There are no option periods. The U.S. Army War College in support of the Defense Management Experiential Exercise requires the following services. Unrestricted use of the CSBA Portfolio Rebalancing Tool for up to twenty-four (24) teams, installation of the tool on up to twenty-four (24) computers and the capability to provide twenty-four (24) laptops if the software tool is not compatible with the current network on post. Additionally the contractor will provide instructions on the usage of the tool to students, guidance throughout the course of the exercise and complete removal of the tool upon completion. The tool provided shall present the students with current and realistic DOD program information and budgetary data. The software must, at a minimum, provide students with the opportunity to manipulate two (2) future year defense plans while presenting options, tracking changes and presenting the detailed strategic outcome at the end of each game.
