Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse, Office of Acquisitions, Station Support/Simplified Acquisition Branch, on behalf of the National Institute of Neurological Disorders and Stroke (NINDS), intends to negotiate and award a purchase order on a noncompetitive basis to Nature America Inc., 75 Varick Street, 9th Floor, New York, NY, 10013-1917, for journal supplement publishing services in the scientific journal "Nature." The period of performance is three months. The National Institute of Neurological Disorders and Stroke (NINDS) has a requirement for the inclusion of a supplement in the scientific journal "Nature" produced by Nature America Inc. NINDS requires this supplement for scientific outreach purposes so that the National Institutes of Health (NIH) Pain Consortium can increase its visibility for pain research within the NIH intramural and extramural communities as well as outside the NIH. "Nature" is one of the most prestigious scientific journals which targets its publications to the pain research community. There is no other scientific journal which provides wider circulation to the pain research community than "Nature." The publishing agreement with Nature America Inc. includes the following: 1.A supplement to the journal "Nature" that will provide a collection of NIH-approved relevant articles on pain research published recently in the different Nature journals. 2.Acknowledgement of the NIH exclusive support on the front cover of the Collection with the NIH logo. 3.Acknowledgement of the NIH exclusive support in the Editor's introduction in the reprints of the Collection. 4.Three (3) pages for the exclusive use of the NIH which will be used to publish a white paper submitted by the NIH Pain Consortium. 5.Acknowledgement of the NIH exclusive support in Nature Publishing Group's print marketing to announce the Collection. 6.6,750 copies distributed with relevant Nature journals and at conferences. 7.750 copies of the Collection for the use of the NIH. 8.Six month online access to the NIH Pain Consortium supplement on Nature.com. Nature America Inc. publishes the scientific journal "Nature." There is no other authorized vendor who can provide a supplement or this type of outreach in "Nature" than Nature America Inc. This acquisition is being conducted using policies unique to the acquisition of commercial items prescribed in FAR Part 12, in conjunction with the policies and procedures for solicitation, evaluation, and award prescribed in Part 13, Simplified Acquisition Procedures, and is exempt from the competition requirements of Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this synopsis number, may be submitted to the NIDA SS/SA Branch, prior to the closing date specified in this announcement, electronically to the attention of John Flannery, at flanneryje@mail.nih.gov.
