- Notice to Sole Source: The Department of Homeland Security (DHS), Office of Procurement Operations (OPO), Science and Technology Acquisition Division (STAD) specifically The Bioagent Attack Resiliency program has a requirement on a sole source basis for the contractor to procure twenty-four (24) Stainless Steel Feeders from Shickel Corporation. Under the authority of the Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(1)(i), "Soliciting from a single source. For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available"; The Shickel Corporation 115 Dry River Road, Bridgewater, VA 22812 is the only source capable of providing the necessary specific modifications to the stainless steel feeders which are needed. This company uses proprietary welding techniques to make rounded corners and plasma welding to protect the animals (cows) from cutting themselves on the corners. The feeders are custom designed for the corrosive environment within the animal isolation rooms and are comprised of non-porous stainless steel surfaces and enclosures which will allow for thorough decontamination, including autoclaving, and uphold Biosurety. Shickel Corporation is the only manufacturer and supplier capable of meeting the customization requirements necessary for usage in Building 101. Interested parties may identify their interest by responding within 15 days after this announcement with a capability statement, which documents capability and experience in providing assessments and strategies. This notice of intent is not a request for a competitive proposal. Information received, will be considered solely for the purpose of determining whether to compete this requirement. All inquires received within 15 days after the date of this publication, will be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
