- The Centers for Disease Control and Prevention, NCIRD/OD, 1600 Clifton Rd. NE, Mailstop A19, Atlanta, GA, 30333, hereby announces its intent to issue a sole source contract in accordance with FAR 13.106-1(b)(1)(i) to The Task Force for Global Health, Inc., 325 Swanton Way, Decatur, GA 30030-2612 to develop and facilitate a blue-ribbon panel for the development of a strategic plan for Immunization Information Systems. The statutory authority permitting other than full and open competition is 41 U.S.C. 253(c)(1) as cited in FAR 13.106-1(b)(1)(i), "Soliciting from a single source for purchases not exceeding the simplified acquisition threshold." Task Force's unique combination of subject matter expertise in the field of Immunization Information Systems (IIS), experience working with state immunization registries, and understanding of the framework for the blue-ribbon panel development make Task Force for Global Health, Inc. the only source capable of developing and facilitating a blue-ribbon panel for the development of a strategic plan for improving IIS within the brief time remaining - 45 days. Task Force's prior experience working with state immunization registries provides significant experience for facilitating the panel and is critical to generating an effective strategic plan. Further, Task Force's experience can be employed without requiring a signfiicant investment of funding or duplication of effort that would seriously hinder the effectiveness of the blue-ribbon panel. Any delay in implementing this contract would further impede CDC's goal to ensure federal reporting requirements for the documentation of the vaccination of children in the US - both for the Vaccine for Children and 317 Programs - are being met. The combination of these factors has led the contracting officer to conclude, citing FAR 6.302-1, that Task Force is the only responsible source to satisfy agency requirements based on the uniqueness of service and urgency of the requirement. Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Specialist within 15 days from the posting date of this notice, their written capabilities statement, proposal or quotation which shall be considered by the agency. The Government will review any/all capabilities statements and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response to this announcement will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, negotiations will be conducted with the The Task Force for Global Health, Inc., as the only source and a contract will be issued without any additional notices being posted.
