- JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION, HSCGG1-13-C-PFA015, CASREP JACOBS ROCK ELECTRICAL DISTRIBUTION, USCG ACADEMY, NEW LONDON, CT HSCGG1-13-C-PFA015, CASREP JACOB'S ROCK ELECTRICAL DISTRIBUTION, USCG ACADEMY, NEW LONDON, CT. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION, EMERGENT SOLE SOURCE CONTRACTOR TO REPAIR DAMAGES TO THE COAST GUARD ACADEMY'S SAILING CENTER. The project is for electrical repairs to the U.S. Coast Guard Academy's Sailing Center. Due to water damage caused by Hurricane Sandy all organic materials on the 1st level must be removed and replaced (wall coverings, flooring, ceilings, etc.) In addition, the electrical distribution for the facility must be replaced and relocated to a higher elevation.
