Description

This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. Amendment 0001: This amendment is to verify the two systems calling for support are AN/PLQ-9(V) and AN/ULQ-32. The first paragraph contains an incorrect system AN/USQ-32. Original: The Government has a requirement for Depot Levels of Maintenance and Sustainment Support, Organizational Level (O-Level) Maintenance Spares, Field Service Representative (FSR) Support, Engineering Support Services (ESS), Technology Insertion and System Integration, Software/Firmware Services, Program Management (PM) and Travel in support of ESS for the Dismounted Counter Radio-Controlled Improvised Explosive Device Electronic Warfare (CREW) 3.1 (AN/PLQ-9(V)1) and (AN/USQ-32)systems deployed in the CONUS and Outside the Continental United States (OCONUS) to support operations by Other Government Agencies (OGA), Foreign Military Sales (FMS), the Department of Defense activities (referred to as Services) and Special Operations Command (SOCOM). It is anticipated this action will result in an IDIQ (Indefinite Delivery, Indefinite Quantity) contract for Program Management, repairs, spare parts, consumable materials, services related to the D-Level repairs, FSR support, ESS support of the AN/PLQ-9(V)1 and AN/ULQ-32 systems. This effort will be Sole Sourced to Sierra Nevada Corporation, 44 Salomon Circle, Sparks, NV 89434-9651 in accordance with the authority 10 U.S.C. 2304(c)(1). The Government does not possess complete technical data package to compete this action. The effort will not be set aside for small business concerns. Submitting a bid from the NECO website by clicking on �Submit Bid � does not guarantee offers will be received by the proper person in the correct format. It is the responsibility of the offeror to submit offers to the Point of Contact (POC) at NSWC Crane. The POC is Ms. Jenn Heldt, Code CXNN VH at Tel: (812)-854-3860 or email jennifer.heldt@navy.mil. Reference the above solicitation number when responding to this notice. All changes to the requirement that occur prior to the closing date will be posted to FEDBIZOPPS and NECO. It is the responsibility of interested vendors to monitor FedBizOpps and/or NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. Joint Certification Program required: The technical data package contains information that is restricted. Only businesses that have completed DD Form 2345 and have been certified by the Department of Defense, United States/Canada Joint Certification Office are allowed to receive the package. Additional information is available at http://www.dlis.dla.mil/jcp/ Contractors must be properly registered in the Government's Central Contractor Registration (CCR) and in the Joint Certification Program (JCP) in order to receive the solicitation attachments.
