- The Government intends to award a firm-fixed price contract for a Yellow Ribbon Event to be held in Niagara Falls, NY. The Yellow Ribbon Event Package is for approximately 250 rooms per night, 350 per meal (2 breakfasts, 2 lunches, 1 dinner), general session room, breakout rooms, youth / teen rooms, and A/V equipment. The period of performance will be 22 - 24 February 2013. The contractor shall furnish all personnel, equipment, facilities, supplies, services and materials as noted in the Solicitation. This acquisition is set aside 100% for small businesses under the NAICS code of 721110, and size standard $30 Million. This is not an acquisition for event planning services. Contractor must be registered in the System for Award Management (SAM) database prior to submitting an invoice and through final payment of any contract resulting from this solicitation. A contractor can contact SAM by calling 1-866-606-8220 or locate registration information at www.fsd.gov. A DUNS (Dun and Bradstreet) number is required in order to register. All invoices subject to payment by the Defense Accounting and Finance Office shall be submitted through Wide Area Work Flow. You can register at https://wawf.eb.mil/ The proposed Solicitation number will be W15QKN-13-T-0002. The Solicitation will be posted on or about 7 February 2013 via Army Single Face to Industry (ASFI) website located at https://acquisition.army.mil/asfi. The due date will be stated in the Solicitation. Please note the response date listed with this pre-solicitation notice is not the actual due date. The actual due date will be stated in the Solicitation. Award will be to a single offeror, based on best value which represents the lowest priced offer meeting technical specifications. The Solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-61. It is the responsibility of the offeror to review the web page for notice of amendments, updates or changes to the solicitation.
