- THIS IS A REQUEST FOR INFORMATION (RFI) ONLY - Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government. The Bureau of Reclamation (Reclamation) is a water management agency under the Department of Interior (DOI) with 600 dams in the 17 western states. We are known best for construction of dams, power plants, and canals, including Hoover Dam on the Colorado River, Grand Coulee Dam on the Columbia River, and Yellowtail Dam on the Bighorn River, Shasta and Folsom Dams on the American River. Reclamation operates 53 hydroelectric facilities across the 17 Western United States and is the second largest producer of hydroelectric power in the western US. Reclamation is in the early acquisition planning phase to determine the commercial capability to provide emergency and/or routine assessment, diagnosis, rehabilitation and/or replacement of deteriorated and/or failed major mechanical and electrical equipment at our hydroelectric facilities. Equipment includes major electrical and mechanical equipment required to produce electrical energy from water. Examples include generators and large (500 hp and over) pump motors, turbines, large (500 hp and over) pumps, water passage and closure devices (including their power and control units), Hydraulic and digital governors, voltage regulators/exciters, step-up and switchyard transformers, station service transformers and switchgear, high and low voltage circuit breakers, disconnects, grounding equipment, isolated or non-segregated phase bus, surge protection equipment, automated control equipment (Distributed Control Systems (DCS) and Programmable Logic Controllers (PLCs), protective relaying, elevators of all types, station piping and engine generators. Reclamation anticipates utilizing an Indefinite Delivery/Indefinite Quantity contract type with task orders that will specify specific locations and services required. Locations may include any of the 53 Reclamation hydroelectric facilities though out the 17 Western United States. Services may range from diagnosis and recommendations to major rehabilitation or replacement. Required services may be routine or emergency in nature with some emergency requirements requiring response and completion within 30 days of task order award. Contract performance may require providing all equipment, tools, and parts necessary for the above services. Contract performance may require any of the following professional services including, but not limited to, task managers, contract manager, schedulers, work site supervisors, technicians, equipment operators, electricians, mechanics, laborers, millwrights, clerical, as well as engineering technical support in electrical, mechanical, and structural engineering disciplines. Contract performance may require execution of multiple and simultaneous task order requirements at various locations. All information submitted in response to this announcement is voluntary. All responses to this RFI must be submitted via e-mail to Rob Brackett, Contracting Officer, at rbrackett@usbr.gov. In order to effectively assess the commercial capability to provide these services please provide relevant documentation that sufficiently demonstrates your capability, experience and qualifications to meet the required services. Please include details on existing or proposed teaming arrangements, joint ventures, and/or subcontractor arrangements.
