Description
The Naval Surface Warfare Center, Corona Division plans to procure, on an other than full and open competition basis IAW FAR 6.303-2(a)(4), a Tyco (Formerly ADT) maintenance contract. In 2007 Navy Region Southwest upgraded the existing alarm system on board NSWC Corona to interconnect the capabilities of the system to be maintained at a centralized location. Currently the system platform is monitored and maintained at Naval Weapons Station Seal Beach (NWSSB) Det Corona in building 502 dispatch center. The current system has the required capabilities to be monitored at Navy Region Southwest in San Diego, Ca. The 2007 upgrade and installation project was performed by ADT Security Systems. Since 2001 to present ADT has performed all repair and maintenance calls, and security systems upgrades and installations. Throughout the years of service ADT has performed all work with extremely high satisfaction and has established a vast knowledge of system complexity and inner workings. In FY04 NSWC Corona established a repair and maintenance agreement with ADT on the security system located at NSWC Corona. The agreement with ADT established an existing system ID and pin which created a standard operating procedure for all authorized personnel within NSWC Corona and ADT. The system was funded and maintained through the end of FY05. There is currently no repair and maintenance agreement in place because the previous upgrades covered the system and equipment under warranty. In FY08 NSWC Corona upgraded all existing IDS and access control systems on the installation to a single comprehensive ADT system, and in FY09 extended those upgrades to install additional Intrusion Detection System (IDS) and access control systems throughout the installation from ADT that was compatible with the previous upgrades. The most recent upgrades currently are maintained under warranty but the warranty will soon expire which will require a maintenance and repair contract to be in place for cost saving and emergency response assurance. This comprehensive ADT system allows all IDS and access control devices to be monitored from a single platform location. In order to maintain continuity, it is imperative ADT maintain the repair and maintenance control of the maintenance agreement and ADT is in the best position based on their intimate knowledge of the infrastructure and communication platforms. ADT is now performing their functional expertise under the name Tyco Integrated Security LLC. The technical proprietary expertise is still existent under the name Tyco Integrated Security LLC. The contractor shall provide all labor and materials necessary to provide semi-annual maintenance, repairs and on call emergency trouble calls and repairs for specified components of the Corona Division ACS/IDS security system. Maintenance shall include semi-annual inspections to include operational and functional testing control panel and all alarm points of detection. Technician will confirm all systems points of detection are received properly at the monitoring system. Technician must perform all preventative maintenance measures recommended by manufacture and download most current DMP XR 500 EAG panel and access control panel revisions to implement into each panel listed in this scope. Emergency repair service shall include all labor and materials necessary to repair or replace all system components to keep the system fully functional and operational. The technician must diagnose ACS/IDS system problems which includes isolating problems in components not designated in this statement of work (wiring). System diagnosis and repairs shall take place at the time of system failure and trouble call unless specified that specific part in not immediately available. If repair is not immediately obtainable NSWC Corona ™s security department will take necessary measures for temporary solution until repair is done. Emergency Repair Response: The contractor shall respond to emergency repair requests within four (4) hours of being notified of the need of service. This four (4) hour response shall be provided at all times, 24 hours per day/7 days a week. Battery Maintenance: The contractor shall provide semi-annual inspection and preventative maintenance for batteries and battery backup systems to insure that backup power systems will function when normal power is lost. Technician must report to NSWC Security representative on any batteries issues or findings. This requirement will be awarded on a sole-source basis in accordance with the statutory authority 10 U.S.C.2304(c)(1) as implemented by FAR Part 6.301-1(c).
