Description
The purpose of this notice is to provide details of the project prior to advertisement of the package. The Government is seeking the best proposals available. To that end, this notice is to make prospective offerors aware of requirements for the proposal stage of acquisition. On or about 12 Feb 2013 the US Army Corps of Engineers (USACE) Tulsa District will issue a FAR Part 15 Lowest Price Technically Acceptable (LPTA) Source Selection Request for Proposal (RFP) for a construction contract to replace the Service Gate at Oologah Lake in Northeastern Oklahoma. A site visit will be scheduled prior to the date for receipt of proposals. Award is anticipated to occur on or about 3 Jun 2013. Oologah Lake is situated on the Verdigris River at river mile 90.2 about 2 miles Southeast of the town of Oologah in Rogers County, Oklahoma and about 27 miles Northeast of the City of Tulsa, Oklahoma. The dam is a rolled earth-filled embankment about 4,000 feet long. The controlled spillway is located in a saddle about 2 miles East of the left abutment. It consists of seven 40x21 foot high radial gates mounted upon a modified concrete ogee weir. The outlet works consist of two 19 foot fiameter conduits, each served by two 9x19 foot gates. Oologah Lake receives over 900,000 public visits annually. At conservation pool the lake covers 31,043 acres. THIS REQUIREMENT WILL BE A 100% SMALL BUSINESS SET-ASIDE UNDER NAICS CODE 237990 - OTHER HEAVY AND CIVIL ENGINEERING CONSTRUCTION. THE MAGNITUDE OF THIS PROJECT'S PRICE IS ESTIMATED BETWEEN $1,000,000 AND $5,000,000 (IAW FAR 36.204). The work will consist of: Control water for gate work. Remove the existing service gate and store onsite. Repair concrete damage and replace missing steel liners above service gate. Provide new, painted service gate including: roller chins, seals, roller guide covers and spacers, etc. Replace extension stem; rehab extension stem guides for the 10 quote mark equalizer valve (equalizer valve not to be replaced). OPTIONAL WORK: Retrofit and repaint the existing service gate (RE: Item 2 above) for use as an emergency gate.
