- The Centers for Disease Control and Prevention, National Center for Infectious and Respiratory Dieseases, 1600 Clifton Rd. NE, Atlanta, GA, 30333, hereby announces its intent to issue a sole source contract in accordance with FAR 13.106-1(b)(1)(i), to Bioniquest Lab Services, Inc., 696 San Ramon Valley Blvd., Suite 346, Danville, California 94526-4022 to perform on-site laboratory service for equipment within CDC's laboratory at 1600 Clifton Road, Atlanta, GA 30329-4018 The statutory authority permitting other than full and open competition is cited in FAR 13.106-1(b)(1)(i), "Only one source reasonable available to satisfy agency requirements." The work performed by the laboratory requires minimum downtime to ensure the quality of results, response to outbreaks, and production of reagents. Further, due to the size, location, and necessary decontamination procedures for moving the equipment, it is neither feasible nor efficient for the equipment to be moved for service; therfore, on-site maintenance is required. Operating under NAICS 81121, Bioniquest is the only small business vendor that can guarantee 4-hour service telephone response time and 24-hour on-site response time with a manufacturer certified technician that possesses a minimum of five (5) years of field service experience on instrumentation. The vendor guarnatees the use of manufacturer replacement parts, software upgrades, and travel and labor costs, all at no additional expense on both equipment and the computer associated with it. Further, the vendor's technicians are vaccinated for a range of diseases which may be encountered in the laboratory, thus reducing the potential expense or administrative burden of aquiring vaccinations for new vendors. Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 10 days from the posting date of this notice, their written capabilities statement, proposal or quotation which shall be considered by the agency. All vendors must be registered in the System for Award Management (SAM) prior to an award of a federal contract. The website is: www.sam.gov. The Government will review any/all capabilities statements and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response to this announcement will be used solely for the purpose of determining whether to conduct a competitive procurement for these services in the future. If no affirmative responses are received within 10 days, negotiations will be conducted with the Bioniquest Lab Services, Inc., as the only source and a contract will be issued without any additional notices being posted.
