Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Parts 12 and 13, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate solicitation will not be issued. Solicitation Number DG133E-13-RQ0214 (GJB) is being issued as a Request for Quotation. This requirement is being set aside for small business. The North American Industry Classification System Code (NAICS) is 324191 and business size of 500. The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), CDA Station has a requirement to provide deliveries of fuel for the WCDAS located at 35663 Chincoteague Road, Wallops Island, Virginia who has a requirement for dyed ultra-low sulfur diesel fuel for auxiliary generators and boiler operations at the facility. There are two (2) 10,000 gallon fuel tanks on site that support the generators and boiler. This request is for the purchase of approximately 30,000 gallons of dyed ultra-low sulfur diesel fuel to meet station requirements for the period from one year from the date of award. Past deliveries averaged 5,000 to 6,000 gallons per delivery and were needed every two to three months depending on consumption. The resulting purchase order will result in a firm fixed price contract. The award shall be made on a best value basis. Best value evaluation factors include the following: 1) Technical Approach - Effectively meeting the technical requirements; 2) Past Performance - The relevance and quality of prior performance from other agencies within the past year. Subit the agency point of contact and telephone number. Performance will be verified and evaluated; and 3) Price - will be cosidered but not evaluated. The evaluation shall be based on use of the adjectival scheme as follows: Excellent (E)- Fully meets or exceeds the requirement; Good (G)- Acceptable, Beneficial and worthwhile: sound and valid; Unsatisfactory (U) -Not acceptable unable to meet requirement. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-36. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1, Instructions to Offerors - Commercial, FAR 52.212-2, Evaluation - Commercial Items - The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following clauses apply: FAR 52.212-3, Offeror Representations and Certificates - Commercial Item, FAR 52.212-4, Contract Terms and Conditions - Commercial Items, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items. FAR 52.219-6, Notice of Total Small Business Set-Aside, FAR 52.222-21, Prohibition of segregated facilities, 52.232-33, Payment by Electronic Funds Transfer - Central Contract Registration, 52.232-34, Payment by Electronic Funds Transfer - Other then Central Contractor Registration; 52.232-39, Submission of Electronic Funds Transfer Information with Offer, 52.222-41, Service Contract Act of 1965, 52.222-42, Statement of Equivalent Rates for Federal Hires. All responsible sources that can meet the requirements and provide the items as listed above may respond to this solicitation by submitting a proposal addressed to G. Jean Barrett, Purchasing Agent, National Oceanic & Atmospheric Administration, (NOAA) to be received no later than February 6, 2013 @ at 10:00am, local time. All questions must be received in writing no later than January 29, 2013, @ 9:00am. The Government reserves the right to make one award or no award at all as a result of this solicitation.
