SOURCES SOUGHT SYNOPSIS W9124D-13-Q-5118 (Temporary control #) PSC: Q526 NAICS Code: 621112/621330, Mental Health Specialists/Psychologists' Offices SUBJECT: Psychology Services for US Army Recruiting Command (HQ, USAREC) Set Aside: 100% Small Business Set-aside for SBA-certified 8(a) Program Participants RESPONSE DATE: 1 January 2013 PLACE OF PERFORMANCE: Psychologists and psychological assistants shall perform at any US military facility that houses USAREC assets, as well as various recruiting offices and brigades or battalion headquarters locations throughout the United States as required. DESCRIPTION: Sources sought for a commercial, performance-based services acquisition, which may result in a solicitation being issued for a firm-fixed-price contract. The purpose of this synopsis is to gain knowledge of interest, capabilities, and relevant experience of existing SBA-certified 8(a) Program Participants who can support this requirement as a prime contractor. The period of performance will be 28 March 2013 to 27 March 2014 and two, one-year option periods. Psychologists shall work a minimum of 40 hours per week and not necessarily a standard schedule. Psychological assistants shall work a minimum of 40 hours per week with standard work schedule except when a modification to training schedule occurs. Overtime is not authorized. Functional tasks include the following but are not limited to: 1. Provide internal non-clinical behavioral health and leader support and training to commanders and Soldiers within USAREC to enhance performance and improve resiliency. 2. Conduct a variety of activities (i.e., training, coaching, review of Serious Incident Reports, etc.) and identify trend that may impede organization or individual effectiveness. 3. Identify factors that negatively affect the desired organizational culture. 4. Ensure coordination with all medical treatment facilities (MTF) and medical activities in their areas of operation that have inpatient and outpatient behavioral health facilities when the command psychologist recommends such treatment for individual Soldiers. 5. Implement the Integrated Leader Development program consisting of the Adaptive Leader Program (Mental Toughness); the Leader's Edge, a multi-rater (360 degree) evaluation program; and Brigade Psychologists program. All support USAREC personnel and include, but are not limited to, support for personnel assessment, selection, training and leader development. 6. Provide consultation services and individual coaching. 7. Provide sustainment training support, Integration training (Reintegration III and IV), and Intervention training. Psychology Assistant services shall be conducted under clinical supervision of a doctoral-level provider and shall include but not limited to: 1. Assess, plan, implement, coordinate, evaluate options and services to meet complex health and behavioral health needs of individual (inpatient and outpatient). 2. Conduct behavioral health assessments to assist Soldiers in obtaining type of care appropriate for needs. 3. Conducts wellness screening and performs face-to-face interviews of individuals endorsing wellness items of concern. 4. Perform crisis intervention for Soldiers identified with urgent problems. 5. Provides non-clinical behavioral health and training support to units and Soldiers within USAREC. All psychologists shall hold a doctoral degree in clinical or counseling psychology from a graduate program that is accredited by the American Psychological Association (APA), have one year of supervised clinical experience at an APA accredited internship program that provides psychological services under the direct supervision of a licensed psychologist as required by the Association of Psychology and Postdoctoral Internship Center (APPIC). Contractors shall be in good standing and hold an unrestricted license issued from a state or territory licensing board of the United States of America. A psychology assistant shall hold at least a Bachelor's degree with experience in the behavioral health field. A Master's degree in clinical or counseling psychology, or industrial and organizational psychology or clinical social work is preferred. Other acceptable fields of experience include education counseling, counseling or sociology. Experience with statistics and the use of statistical packages such as SPSS for data analysis is highly recommended. Previous experience in recruiting, USAREC, or work as a psychology technician/mental health technician or case manager is desirable. Interested parties should demonstrate their ability to provide psychology services as described above. Submission must include not only management approaches, staffing/organizational resources (i.e., key personnel) and quality control processes, but also relevant experience demonstrating its ability to provide performance-based services similar in size, scope and/or complexity. Only psychology experience between 1 January 2010 and 31 December 2012 will be considered relevant. The following relevant experience data should be provided within an MS WORD table for each item submitted: Contract/Order Number; NAICS Code; Award Date; Performance Period; Contract Type; Original Award Amount; Award Amount as of 12/31/2012; Customer's Name; Issuing Agency; Issuing Agency's Procuring Contracting Officer (PCO) or Administrative Contracting Officer (ACO) with full name, e-mail address, and telephone number; Brief Description of Performance-based services.
