Description
REQUEST FOR INFORMATION / SOURCES SOUGHT THIS IS NOT A SOLICITATION The Veterans Affairs (VA) is looking for vendor that can rekey door locks at the Charlie Norwood Veterans Affairs Medical Center (CNVAMC) located in Augusta, GA (Uptown and Downtown, including all sub buildings) estimated at 7,000 locks. The Contractor shall provide all labor, supervision, transportation, parts, and materials required to key the facilities. The contractor shall be available during normal business hours of 8:00 am - 4:30 pm, Monday - Friday excluding Federal Holidays. Additionally, the VA would like to receive a price reduction for recycled locks. GENERAL REQUIREMENTS: 1. The contractor shall provide the COTR with a list of contractor employees expected to access the VA properties. While on VA premises, all contractor personnel shall comply with the rules, regulations, and procedures governing the conduct of personnel and the operation of the facility. SPECIFIC MANDATORY TASKS AND ASSOCIATED DELIVERABLES 1.Establish and install a four control level key system to eliminate existing hybrid key systems. This will consist of: a. Great Grand Master key level that operates all space doors except those to special key areas. b. Grand Master key level for each service zone. c. Master Key level for use within service zones as needed. d. Individual Key level. 2.The intent of the CNVAMC is to maintain the integrity of the current doors, handles and door jambs, thus only the locking cores will be replaced. 3.The key plan will be developed by the CNVAMC Police Service. 4.Space door locks will have interchangeable cores that can be removed from the locking mechanism only by use of a special control key or tool. This control key or tool must fit all interchangeable core hardware, including those operated by special keys. All cores must be constructed so that they can be instantly interchangeable into core housings of all mortise locks, rim locks, cylindrical locks and any other type of lock that is included in the Great Grand Master key system. 5.Cores must be of 7 pin construction, and will be construed so that the mortise cylinder cam or rim cylinder spindle is not directly attached to the core. Spindles and cams will be part of the construction of the cylinders so that cores need not be altered in any way when they are interchanged from one type lock to another. Therefore all cores will be instantly and completely interchangeable. HARDWARE/SOFTWARE REQUIREMENTS 6.A kit with precision pins so that cores may be rekeyed with necessity of filing pins to fit shear lines. 7.A set of letter and number dies for core and key marking and needed core installation tools. 8.A filing system for accountability, reproduction and change of issue of keys. An electronically automated system which will record at a minimum; lock cores to doors by room numbers or areas, room or area door numbers by lock core numbers, a list of individuals, that when listed alphabetically displays all keys issued to employees by key number. 9.The brand name of items furnished must be provided so that Facility and Police Service personnel assigned to this evaluating team can determine the cost reasonableness of the system and how expensive it can be to interface with locks this facility currently has. 10.The functions of providing the above and lock core combination, key production and maintenance of records will be performed by a qualified locksmith. 11.Conduct localized training to qualify the Physical Security Specialist on the products of the lock system manufacturer. 12.Contractor and employees must be licensed and bonded. The Contractor shall: "Be available for contact during normal business hours by physical presence or by telephone to aid in rectifying problems during installation. 13.Description of Service: For the purpose of this contract, the following are descriptions of the types of services to be performed.
