Description

AMENDMENT TO ANNOUNCEMENT DATED 12-26-2012: This is a 100 percent set-aside for Service Disabled Veteran-Owned Small Business (SDVOSB) concerns. Contractors responding to this announcement as a SDVOSB must be registered at http://vip.vetbiz.gov for verification of this set-aside by the date of the bid opening. Only Center for Veterans Enterprise (CVE) certified SDVOSB contractor verified at http://vip/vetbiz.gov are eligible for contract award. Interested parties must also ensure current registration in System for Award Management (SAM) database at https://www.sam.gov/portal/public/SAM and should have a VETS 100 report on file at https://www.vets100.com, online certification at https://www.orca.bpn.gov and Dun & Bradstreet at https://www.dnb.gov. The NAICS Code for this procurement is 236220 and the applicable small business size standard is not more than $33.5 million average annual revenue for the past three years. This is an Invitation for Bid, for general construction to be conducted at 1601 Perdido Street, New Orleans, Louisiana. Contractor shall provide all labor, tools, supplies, equipment, supervision, warranties, etc. necessary for the renovation of the Urgent Care Center. Work shall include upgrades to the utility systems and infrastructure, refurbishment of interior space and finishes, and return to full operation for patient services and support functions. Work includes but is not limited to refurbishment of all wall, floor and ceiling finishes, repair and painting of building exterior finish, general replacement of HVAC system, roof repair, extension of an awning over sidewalk access to the building, and other mechanical, electrical, telecommunications, and fire protection system modifications as necessary. Work shall be accomplished in accordance with drawings and specifications provided by the VA. Contract shall be completed within 270 calendar days of Notice to Proceed. Estimated construction range is $500,000 and $1,000,000. The solicitation documents will be posted on or about January 25, 2013. Offerors are responsible for obtaining the solicitation documents and any amendments from the Electronic Posting System (EPS) website at https://www.fbo.gov. Paper copies of the solicitation will not be available. Questions regarding the solicitation documents must be submitted in writing via email to Edward.carter2@va.gov with the solicitation number and title, 'Urgent Care Center' in the subject line of the email message by February 15, 2013 to allow for adequate response time. Once the solicitation is posted, it is incumbent that the EPS website is frequently viewed for any updates/amendments to any and all documents. A pre-bid conference will be held on February 5, 2013 at 10:00AM, CST, and the bid opening will be held on February 26, 2013, at 11:00AM, CST both to be held at the Southeast Louisiana Veterans Healthcare System, Purchasing & Contracting Section, 1515 Poydras Street, Suite 1100, New Orleans, Louisiana 70112. A bid guarantee of 20 percent of the bid price is required to be submitted along with the bid.
