Description
PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information in this request. This announcement constitutes the only solicitation. This procurement is being conducted under Federal Acquisition Regulation parts 12 and 13. The Federal Bureau of Investigation is issuing this acquisition as a Request for Quote (RFQ) under solicitation number 0761131660. The Federal Bureau of Investigation (FBI) Explosive Unit (EU) has an immediate need to safely store explosive materials. In order to meet this need, The FBI EU is requesting a Total Containment Explosive Magazine to safely store explosive materials. The Total Containment Explosive Magazine must be capable of successfully containing an accidental explosion of the entire contents of the Containment Explosive Magazine., thereby providing protection to nearby personell, structure and vehicles. In order to be considered for award the offeror must provide a Total Containment Explosive Magazine to meet or exceed the mandatory specification listed below. Requirements / Specifications 1.) Unit(s) must be Department of Defense Explosive Safety Board certified to be capable of being located at least 5 feet from an occupied building. DDESB certification must be provided prior to closing date of this solicitation. 2.) The combined net-explosive-weight NEW capacity for the unit(s) shall be at least 89lbs. 3.) There shall be no more than 4 units provided to meet the requirement of 89lbs NEW storage. 4.) Unit(s) shall have an intrusion detection system installed in each unit. The government is responsible for the final security hook-up to the existing security system. 5.) The unit(s) shall be painted blue. A sample color shall be provided at a later date after contract is awarded. Shipping: Unit(s) will be delivered to the FBI Laboratory located at 2501 Investigation Parkway, Quantico, VA 22134. Vendor to deliver and offload unit(s) to this address onto a government provided concrete pad. Multiple units will be installed next to one another on the same concrete pad. ****Price quote must include price for Shipment Submission of Quotes: All quotes must be submitted via e-mail to at Montarious.Usher@ic.fbi.gov no later than Tuesday, January 31 2013 at 1:00 pm Eastern Standard Time. Each offeror shall include a completed copy of the FAR provisions at 52.212-1 Instructions To Offerors-Commercial Items (Feb 2012), 52.212.3 Offeror Representation and Certifications - Commercial Items (Dec 2012), 52.212-4 Contract Terms and Conditions - Commercial Items (Feb 2012) and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Item s (Nov 2012) as well as 52.212-2 Evaluation - Commercial Items (Jan 1999) are incorporated by reference.Contract will be awarded as a commercial item in accordance with Federal Acquisition Regulation, Parts 12 and 13. All contractors anticipating award, must be registered in the Central Contractor Registration (CCR) Database.
