Description
The United States Marine Corps has a requirement for program management support, logistics support and facilities operation of the Consolidated Storage Program (CSP) Unit Issue Facilities (UIFs) and Individual Issue Facilities (IIFs) networks. Performance under this requirement will be conducted at approximately 52 facilities located both within the Continental United States (CONUS) and Outside the Continental United States (OCONUS). All site location facilities are government owned. The contractor must be capable of providing: (1) logistic services to manage, support, and operate this equipment; and (2) Marine Corps visibility of assets via the contractor owned contractor operated Asset Visibility Capability (AVC) system in accordance with the Performance Work Statement (PWS). The potential Contractor ™s AVC system is a key resource used in the management and operations of the UIFs and the IIFs under the CSP. Contractor ™s AVC must be fully certified and accredited under Defense Information Assurance Certification and Accreditation Process (DIACAP) by the Headquarters Marine Corps C4 Cyber Security with a full Authority to Operate (ATO) to include the AVC IT solution and hosting facility prior to receipt of award. The government is in the development phase of a Government Owned Contractor Operated (GOCO) AVC system that will support the CSP enterprise. Awardee may be required to assist the Government as it transitions from a Contractor provided AVC to a Government AVC system. However, at this time, it is unclear when the GOCO AVC system will be launched and the nature of assistance the Government may require in rolling out the GOCO AVC system is unknown. A firm-fixed price Requirements Contract is anticipated. The period of performance is 12 months. Options are not included. The government reserves the right to make or not to make an award resulting from this solicitation. The proposed NAICS Code for this acquisition is 541614; Size Standard is $14.0M. This acquisition is not set-aside for small business. A PWS is available. A Request for Proposal will be issued in approximately 15 days with a 30-day closing. All responsible, qualifying sources may submit an offer which may be considered. Such offers must be supported by information to enable the government to evaluate an offeror ™s capability to provide these services. Written, facsimile, or emailed quotes and above required information must be received at this office on or before the closing date stated in the solicitation.
