Description

PRE-SOLICITATION NOTICE: The VA North Texas Health Care System (VANTHCS) contracting office (90C) at the Dallas Veterans Administration Medical Center (VAMC), Project 549-11-200 has a requirement to replace Building 2J Clinical Addition Roof; located at the VA Medical Center, 4500 S. Lancaster Road, Dallas, Texas. The contractor is responsible for, but not limited to completely preparing the site for building, operations, including demolition and removal of existing structures, and to furnish all labor, materials, and equipment to deliver this requirement, including but not limited to: oRemoval and replacement of the existing roofing material, 1735 photo-voltaic (PV) ballasted solar panels, oInstallation of a new SBS modified bituminous membrane roof, oInstallation of a new structural PV support system, oRe-installation of existing photo-voltaic solar panels as required by specifications and drawings, located at the VAMC, 4500 South Lancaster Road, Dallas, TX 75220. Contractor shall furnish all labor and materials and perform work as required by specifications and drawings as well as all applicable city, county, state, and federal regulations and codes and OSHA standards that may impact this requirement. Construction shall also comply with Infection Control Risk Assessment (ICRA) Standards Class and other construction safety requirements. The National Environmental Policy Act (NEPA) will also be followed. This act establishes national environmental policy and goals for the protection of the environment and provides a process for implementing these goals within the federal government. The method of procurement shall be an Invitation for Bid (IFB) in accordance with Parts 14 and 36 of the FAR, with estimated solicitation issue date by January 02, 2013 or later and projected contract award date by March 31, 2013. The VA reserves the right to use only Federal Business Opportunities, FedBizOpps (FBO) website - www.fbo.gov via the internet, to provide notification of any amendments to this requirement and to post the IFB solicitation. It is the contractor's responsibility to view the FBO website daily for any amendments to this requirement and to obtain the IFB solicitation with applicable specifications and drawings. This procurement is a competitive offer and the solicitation will be advertised as a 100% set-aside for Service Disabled Veteran Owned Small Businesses (SDVOSB), certified and registered under www.VetBiz.gov under Public Law 109-461 (38 USC 8127), offers received from other than SDVOSB concerns will not be considered. The applicable primary NACIS Code for this requirement is 238160, $33.5 Million. Probable COST RANGE: $1,000,000.00 - $2,000,000.00.
