- SOURCES SOUGHT FOR SAMPLE COLLECTION AND ANALYSIS OF WASTE AND USED OIL SAMPLE COLLECTION FOR USAG FORT WAINWRIGHT, ALASKA THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. This is a market research tool (FAR Part 10) being used to determine the potential firms capable of providing the services described herein prior to determining the method of acquisition and issuance of a Request for Proposal. Feedback is encouraged and appreciated. The 413th Contracting Support Brigade, Regional Contracting Office Fort Wainwright Alaska, is seeking information on sources to provide all labor, supervision, management, transportation, equipment, supplies, and communication to collect, analyze, and furnish written laboratory reports, on an ''as required quote mark basis, for samples (solid, liquid & sludge phases). The samples will be drawn from various types of containers and/or soils at Fort Wainwright & its training areas (Donnelley, Bolio Lakes & Black Rapids), Alaska, Seward Army Recreation Center, Seward Alaska utilizing the most current Environmental Protection Agency (EPA) Test Methods for Evaluating Solid Waste Physical Chemical Methods (SW-846), and/or Alaska Department of Environmental Conservation (ADEC) directed test methods. Sources of the samples include but are not limited to drums, cartons, underground storage tanks, oil/water separators, above ground tanks, soil (up to 4 feet) or debris piles. A list of the testing parameters is attached. It is anticipated that approximately 90% of the samples will be drawn at Fort Wainwright and 10% at the sites listed above. The approximate round trip distances to the sites are as follows: Donnelley Training Area - 280 mile round trip from Fairbanks, AK Bolio Lakes - 240 miles round trip from Fairbanks, AK Black Rapids - 260 mile round trip from Fairbanks, AK Seward Army Recreation Center - 300 miles round trip from Anchorage, AK The North American Industry Classification System (NAICS) code contemplated for this service is 541380, Testing Laboratories, with a size standard of $14.0M, however respondents may identify other potential NAICS codes and the reasoning to support the recommendation. This notice is not designed to discourage competition from any business interested in this requirement. Since the current capabilities must be confirmed, all eligible large and small businesses are encouraged to respond. The Government is not obligated and will not pay for any information received from potential sources as a result of this Sources Sought notice. Respondents WILL NOT be notified of the results of this sources sought survey. If and when a solicitation is issued it will be posted on www.fedbizops.gov. It is the respondent's responsibility to monitor this site for the release of any synopsis or solicitation. INFORMATION REQUESTED TO BE SUBMITTED IN RESPONSE TO THIS SOURCES SOUGHT: It is requested that interested businesses submit the completed market research questionnaire (attached) to this contracting office (no more than 6 pages in length, single spaced, 12-point font minimum).
