Description
Amendment 0001 NOTICE: Amendment 1 posted 8 January 2013. UPDATE: Solicitation Issued 31 December 2012. Proposals due 2:00 PM CST, 31 January 2013. Arnold Engineering Development Complex (AEDC), Arnold AFB, Tennessee intends to issue a request for proposal (RFP), FA9101-13-R-0011, for X-51 and X-61 Cooler Bundle Replacement. This is a requirement to manufacture replacement heat exchanger tube bundle assemblies per supplied drawings and applicable codes. The Contractor shall hydrostatically test and ship the tube bundles to AEDC with a delivery period of 126 calendar days per bundle. This action will be 100% Total Small Business Set-Aside. The applicable North American Industry Classification System (NAICS) code is 332410 with a small business size standard of 500 employees. From this RFP, the Government intends to award a firm-fixed price contract. Requests for Proposal (RFP) will be available electronically on the Federal Business Opportunities (FBO) web page at http://www.fbo.gov on or about 30 December 2012. No hardcopies, faxes, or emails will be available. Please register as a source to be notified of RFP amendments, etc. However, it is the responsibility of the contractors (even those registered as a source) to check the FBO website frequently to ensure they have all available information. Any prospective contractor must be register in the System for Award Management (SAM) in order to be eligible for award. Information concerning SAM registration requirements may be viewed via the Internet at http://www.sam.gov. All responsible sources may submit a proposal which shall be considered by the agency. AFFARS 5352.201-9101 OMBUDSMAN (Apr 2010) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM or AFISRA ombudsmen. (d) The ombudsman has no authority to render a decision that binds the agency.
