- The U.S. Environmental Protection Agency (U.S. EPA) intends to award a sole source firm fixed-price Purchase Order under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, to Dr. Elaine Francis. The purpose of this acquisition is to obtain assistance in the development of a Nonmonotonic Dose Response position paper that may provide insight into the current state of science for nonmonotonic dose response relationships. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Dr. Francis is uniquely qualified to perform this function based on her expertise on endocrine disruptors and extensive experience and knowledge in human physiology, anatomy, developmental toxicology, toxicity testing and risk assessment. Notwithstanding, any firm who believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received within (7) calendar days of the date of this announcement, will be considered. Responses to this posting must be in writing. A determination not to compete the proposed Purchase Order based upon the responses to this notice is solely within the discretion of the Government.
