Description
This Special Notice W15QKN-13-Z-B002 shall replace the notice W15QKN-13-Z-B001 for DEMIL INDUSTRY DAY. The amended item is as follows: Attachment "DEMIL OVERVIEW SLIDES" has been added. The Office of the Product Manager Demilitarization and the Joint Munitions Command will co-sponsor and host an Industry Day for the identification of innovative ideas regarding the increased efficiency of ammunition demilitarization (DEMIL), primarily at Army depot installations. As Single Manager for Conventional Ammunition (SMCA), the Army is responsible for the demilitarization of all fielded ammunition for the Military Services that is unserviceable, obsolete, or excessive to requirements. The DEMIL stockpile exceeds 600,000 tons and is projected to grow; stockpile reduction is a significant challenge. Demilitarization is the destruction and disposal of Defense items so that they cannot be used for further military purposes and their residual parts can be safely handled and disposed of by civilian society. Ammunition Demilitarization is conducted at Army Depots and certain commercial facilities through a variety of processes including, but not limited to closed disposal technologies, Open Burn / Open Detonation, thermal destruction, explosive fill extraction, and disassembly. The purpose of this Industry Day is to enable the commercial industry and the Army ammunition community to identify and discuss new and innovative ways of conducting ammunition demilitarization on Army Depot installations in an open forum. It will also explore the idea of public private partnerships at ammunition depots accomplishing demilitarization as a mechanism to encourage investment and increase efficiency in depot ammunition demilitarization operations. This meeting is designed to provide depot capabilities and locations of ammunition stocks slated for demilitarization to commercial industry and solicit industry ideas on options for cooperative demilitarization operations between commercial industry and government depots. The government will kick off this Industry Day with a detailed briefing highlighting the current Army Demilitarization Program to share information to spur discussion. These slides are anticipated to be shared on this site on or around November 14, 2012. Attendees will have the opportunity to ask questions during Industry Day, and those questions will be answered as time permits. Any unanswered questions will be posted as an attachment to this notice on or about one (1) week following the event. All information discussed at Industry Day will be unclassified. All media and recording devices, including cellular smart phones, will not be allowed. Industry is cordially invited to attend the Industry Day to be held: Date: 28 November 2012 Time: 9:00 AM to 5:00 PM Location: Cannon Gates Business Center, 121 Buffington Road, Picatinny Arsenal, NJ 07806-5000 The Government will accommodate Industry requested One-on-One sessions on 29 November 2012. These one-on-one sessions will be unclassified. During these sessions industry will be permitted to ask questions about ammunition demilitarization and the depot efficiency initiative, or on any other information provided during the course of Industry Day. A limit of one session will be permitted per company. Each session will be limited to thirty (30) minutes in duration. Any non-proprietary questions and answers discussed during these forms will also be posted via an amendment to this notice on or about one week after the events. All media and recording devices, including cellular smart phones, will not be allowed at any One-on-One Session. All participants interested in participating in a One-on-One session must indicate interest during the registration process listed below. Participants will only be required to be in attendance during their scheduled appointment. One-on-one sessions will be scheduled from 0800 to 1600 on Thursday, 29 November 2012 on a first come first served basis. Please note the different location for these One-on-One sessions, which are to be held: Date: 29 November 2012 Time: 8:00 AM to 4:00 PM Location: Building 1 Conference Rooms, 1 Fifth Street, Picatinny Arsenal, NJ 07806-5000 Registration: Conference facility space is limited and will be accommodated on a first-come-first-served basis. Pre-registration for this event is mandatory. Each contractor shall identify who will be attending Industry Day and, if applicable, the one-on-one session to allow for security notification and sufficient seating arrangements. Interested sources shall submit the attached registration form and attached Foreign Visitor Data Request Form, if applicable, by November 1, 2012. Registration is limited to up to five (5) representatives from each organization. Provide responses in writing to the Registration Point of Contact (POC) Ms Lisa Spinelli at lisa.d.spinelli.civ@mail.mil no later than 1600 EST on 1 November 2012. Registrants must identify citizenship as part of registration. Please title your email as follows: Response to Industry Day Notice W15QKN-13-Z-B001; Your Company's Name. Please note, telephone inquiries will not be accepted. Installation Access: Check-in will be at the Main Gate Visitor Center for both days, unless attendee has CAC card allowing entrance to Picatinny Arsenal. Visitors with Vehicles (no CAC Card): Visitors are required to bring photo identification for check-in. To obtain a vehicle security pass you must have a driver's license, vehicle registration and proof of insurance. Additional information may be required at the Visitors Center upon arrival. All visitors must enter Picatinny Arsenal through the Main Gate. Visitors must stop at the Visitor Center to obtain their visitor's pass. Bus Availability: Foreign Nationals and attendees who will be unable to obtain a vehicle security pass will be provided transportation from the Visitor Center to the respective location for Industry Day leaving promptly at 0815 hrs and returning at 1615hrs. There are no buses available for the One-on-One Sessions. Industry Day and One-on-One Attendance is for informational purposes only and will not affect eligibility for possible future contract actions. No solicitation or contract requirement exists at this time. These events (Industry Day/One on One Sessions) are being held for market research information, planning purposes only and does not constitute a Request for Proposal (RFP) and nothing shared and discussed during these events are to be construed as a commitment by the U.S. Government. The U.S Government implies no intention or opportunity to acquire funding to support any current or future ammunition demilitarization effort in this forum. In accordance with Federal Acquisition Regulation, (FAR) 52.215-3 Request for Information or Solicitation Planning Purposes, the Government will not pay for any of industrys costs incurred as a result of this Special Notice, to include costs associated with the Industry Day and/or One-on-One Session. White Paper Submittals: As a result of the information exchanged at the Industry Day and/or One-on-One Sessions, commercial industry is invited to submit white papers outlining any ideas proposed, to include Rough Order Magnitude (ROM) benefits, costs and any conditions or restrictions. White paper submission is not limited to participants in the Industry Day/One-on-One events. White paper submissions shall be submitted no later than 1700 hrs EST on 21 December 2012 by email to evangelina.c.tillyros.civ@mail.mil. Email submittals must be restricted to a maximum file size of 8MB and should be in MSWord or PDF format. In the event that the email submission is larger than 8MB, separate into several emails. Interested sources may also submit their white paper response to US Army Contracting Command, Picatinny Arsenal, New Jersey, ATTN Evangelina Tillyros, Building 10, Picatinny Arsenal, New Jersey 07806-5000. Telephone responses will not be accepted. This Request for Information (RFI) is for information and planning purposes only, and does not constitute a Request for Proposal (RFP). It is not to be construed as a commitment by the U.S. Government. The Government implies no intention to acquire funding to support any current or future requirement as a result of white paper submission. If a formal solicitation is generated at a later date, a separate solicitation notice will be published. No award will be made as a result of this Industry Day, One-on-One Session or white paper submission. In accordance with FAR 52.215-3 Request for Information or Solicitation for Planning Purposes, the Government will not pay for any costs incurred as a result of this Special Notice, to include costs associated with attending the Industry Day. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of the RFI. The Government is not obligated to notify respondents of the results of this survey submittal. Any documentation provided will not be returned.
