Description
Draft Performance Work Statement The U.S. Department of Education (Department) is hosting a pre-solicitation conference. The purpose of this conference is to provide potential offerors with background information to better understand the Department's requirements. The attached draft Performance Work Statement (PWS) is provided to interested parties for questions and comments. The requirement is as follows: The National Center for Education Statistics (NCES) is seeking a contractor to provide publications, operations, outreach and dissemination support (PO2DS) to one of its flagship programs, the National Assessment of Educational Progress (NAEP), for the procurement period FY2013 - FY2018. NAEP is approaching its 45th anniversary as a mature program in a rapidly changing environment. It is incumbent on the program to maintain its historical role of reporting educational progress while at the same time accommodating and taking advantage of unprecedented changes in education and of rapid advances in technology. There are numerous factors that will influence NAEP during this period, many of which will be referenced throughout this Performance Work Statement (PWS). Examples include: • transition from a paper-and-pencil to technology-based assessment, • the emerging interest in international comparisons for states and districts, • advances in test development and new item types, • moving from a paper to an electronic environment, • development of measures of preparedness for post-secondary education and work, • adoption of common content standards by most states that may or may not align with NAEP content frameworks, • development of two separate common state-developed assessments based on those standards, • growth of out-of-school and technology-based learning by students, • growth of web-based reporting and social media, and • budget reductions throughout the education and assessment enterprises. NCES envisions this contract as vital to supporting a quality assessment and the program's transition to the future. There will have to be balance between the requirements specified herein and the on-going planning for the future of NAEP. NCES has undertaken several activities to develop a vision for NAEP 2020; those activities are documented at http://nces.ed.gov/nationsreportcard/future with their own knowledge of the future of large scale assessment. The pre-solicitation conference will be held as follows: Date: December 3, 2012 Time: 11:00 a.m. to 1:00 p.m. Eastern Time Location: U.S. Department of Education National Center for Education Statistics 1990 K Street, NW 8th Floor, Conference Room 1 Washington DC 20006 Registration is required for the event. Questions and comments must be provided in writing. Please email all questions and comments by November 27, 2012, to Scott Frankel, Contract Specialist, Scott.Frankel@ed.gov NLT 12:30 PM Eastern Time. There will be a time for questions and answers at the conference. Questions asked in writing by November 27, 2012, will be answered at the conference; questions asked at the conference will be answered in an addendum to this posting. Each contractor is required to email a list of attendees from their company by November 30, 2012 to Scott Frankel, Contract Specialist, Scott.Frankel@ed.gov. This list will be used for pre-solicitation conference attendees to gain entry at the security desk of the building. Contractors should bring state or federal issued identification. There will be a conference call dial in number available for a limited number of participants upon request.
