Description
THIS IS A REQUEST FOR INFORMATION ONLY. The US Army Project Manager Airborne Reconnaissance and Exploitation Systems (PM ARES), in support of Product Director, Tactical SIGINT Payload (PD, TSP/T-POD) is conducting a market survey to identify additional capable firms and products to support the current Traveler Pod (TPOD) system. To perform this type of effort, replying firms are required to have a US Top Secret Facility Clearance with TS/SCI Safeguarding approvals to match the performance requirements. This RFI is issued solely for information and planning purposes only as defined in FAR 15.201(e) to obtain comments on preliminary requirement specifications - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. The lack of the submission of data at this time will not eliminate any firms' participation in the future competition, if such a competitive contract is assessed as possible by the Government through its evaluation of information obtained though this market research. The T-POD system is divided into 2 components; the T-POD airborne payload and the ground workstation. The T-POD airborne payload includes antennas, electronics, Global Positioning System /Inertial Navigation System, and crypto devices housed in a modified Standard Payload Interface Design and Integration (SPIDI) pod shell. The T-POD requires power and datalink interfaces with the aircraft. The pod will interface to the aircraft Ku band datalink architecture to provide for downlink of payload products and uplink of payload command/control. The ground workstation provides the command and control for the payload and the receiving, display and exploitation of the SIGINT data collected. The Government does not possess a technical data package or training material for the T-Pod system. This data is available only from the OEM, BAE systems. The specific requirements for which respondents must demonstrate their capability to perform are: 1) Provide Field Service Representative to support the T-POD system while deployed within the Afghanistan theater of operation under the U.S. Central Command (CENTCOM) Area of Responsibility (AOR). This includes the installation of the T-Pod onto the MQ-1C Unmanned Aircraft System (UAS), field repair of the T-Pod system including supporting spare parts, and supporting the installation of the ground control station. 2) Provide T-Pod training within the Afghanistan theater of operation under the U.S. Central Command (CENTCOM) Area of Responsibility (AOR) to the T-Pod Operators. 3) Collect field operation and support data for the T-Pod system. This sources sought notice is not to be construed as a commitment by the Government, nor will the Government pay for any information solicited. The file name of the electronically submitted information shall begin with the Market Research Control Number (W15P7T-13-R-C108) followed by the submitting firms CAGE Code, and quote mark Part 1 of quote mark X quote mark Parts quote mark, if the submission is transmitted in multiple parts. There is a 5MB email limit. This file name convention will assist the Government in ensuring recognition of the intent of the information and the completeness of each submission.
