Description
NASA/KSC is hereby soliciting information about potential sources for This effort will include providing a testing site to support hazardous hypergolic test operations, providing the necessary labor, equipment and supplies less listed Government Furnished Equipment (GFE), to conduct those hazardous test operations, generation of hazardous test procedures, hazardous test execution, data monitoring, post-test briefing, safing, disassembly, prep for shipment and return of all GFE test equipment to Kennedy Space Center (KSC). The test involves flow of up to 100 gallons of the test commodity (Nitrogen Tetroxide, N2O4, NTO (MON-3)) from a GFE supply tank through a GFE flight like Engineering Development Unit (EDU) test article and into another GFE receiver tank. All GFE items will be supplied with pedigree showing compliance of design / fabrication / acceptance tests that meet National Aeronautics and Space Administration (NASA) standards or National Consensus Standards (NCS) such as American Society of Mechanical Engineers (ASME) or Department of Transportation (DOT). Multiple runs of flow in both directions will be executed. The contractor will be responsible for ensuring appropriate contingency response support is in place for the test.All contractor operations will be in accordance with site specific safety regulations. Potential offerors must have previous experience/history of your past hypergolic propellant handling operations. Please describe the facilities and equipment proposed for use including sufficient data (schematics, calculations, parts lists, photographs, CAD model image, etc.) to demonstrate how they meet the requirements of the government for this test as described in the Statement of Work. The National Aeronautics and Space Administration (NASA) [KSC NAME] is seeking capability statements from all interested parties, including Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses,and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for NTO Flow Test Support. The Government reserves the right to consider a Small, 8(a), Woman-owned (WOSB), Service Disabled Veteran (SD-VOSB), or HUBZone business set-aside based on responses hereto. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis. Vendors having the capabilities necessary to meet or exceed the stated requirements are invited to submit appropriate documentation, literature, brochures, and references. Please advise if the requirement is considered to be a commercial or commercial-type product. A commercial item is defined in FAR 2.101. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement.
