Description
THIS IS AN AMENDMENT TO NOTICE DETAIL OF DRAFT RFP. THIS AMENDMENT CHANGES THE RESPONSE DATE FOR COMPANY RESPONSES TO DECEMBER 3, 2013 AT 2:00 PM EASTERN STANDARD TIME AND ALSO CHANGES THE AMOUNT OF PAGES ALLOWED FOR COMPANY RESPONSES TO FIVE PAGES. THE CHANGES TO THE NOTICE DETAIL ARE SET FORTH BELOW. THE DRAFT RFP REMAINS CONTINGENT UPON APPROVALS OF THE ACQUISITION PLAN, FUNDS, AND ACCEPTANCE BY THE SMALL BUSINESS ADMINISTRATION. The U.S. Coast Guard has a requirement to procure Installation and Logistics Management Services (ILMS) for the U.S. Coast Guard wide Command, Control, Communication Computer and Information Technology (C4IT) system installation and logistics management. Required support services shall include C4IT support services set forth in the DRAFT Request for Proposals (RFP) and/or the DRAFT Performance Work Statement (PWS). The U.S. Coast Guard is seeking industry comments regarding the attached DRAFT Request for Proposal (RFP) being developed in support of ILMS services. The DRAFT RFP is being released as part of the Government's efforts to provide industry ongoing insight into the development of the ILMS requirement while also affording our Industry Partners an opportunity to provide feedback. During this DRAFT RFP review you are not constrained on that which you comment. However, it is requested that interested parties pay particular attention to following three (3) items: 1) Any requirement for support services perceived as asking for a service that exceeds or will significantly drive price beyond what is normally provided in the commercial market; 2) Any area where you believe a potential risk presents or will present itself by fulfilling the terms of the Performance Work Statement (PWS) and 3) Any area within the RFP and/or PWS that you believe the government has failed to adequately set forth the stated requirements in a clear and unambiguous manner. The NAICS Code for this solicitation is 541330, Engineering Services. The USCG intends to conduct the solicitation as a commercial, competitive award under FAR Part 12. Award of firm fixed price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) Contracts shall be on a multiple award basis to qualified 8(a) Contractors. Contractors doing business with the Government are required to register in the Central Contractor Registration (CCR) database before they can be awarded a contract. All responsible small business sources may submit a proposal which will be considered by the Government. Interested parties are requested to respond to this announcement by providing written questions or comments via e-mail to the POC. Verbal requests for clarification WILL NOT BE ACCEPTED. Company's responses should be limited to FIVE PAGES utilizing a 12-point Times New Roman font. Responses to this DRAFT RFP are due to the U.S. Coast Guard, Command, Control and Communications Center (C3CEN) Office NLT than 2:00 p.m., eastern standard time (EST) on DECEMBER 3, 2012. Responses shall include the Contractor's name, mailing address, phone number, and the contract telephone number (with area code) as well as electronic mail (e-mail) address of designated point of contact.
