- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse, Office of Acquisitions, Station Support/Simplified Acquisition, on behalf of the National Institute of Neurological Disorders and Stroke (NINDS), intends to negotiate and award a purchase order on a noncompetitive basis to Carl Zeiss Microscopy LLC, 1 Zeiss Dr., Thornwood, NY, 10594, for a service agreement for the existing Government-owned Zeiss 912 Omega Transmission Electron Microscope for the NINDS Analytical Cell Biology Section (ACBS) Laboratory of Neurobiology. The period of performance is 12 months. The National Institute of Neurological Disorders and Stroke (NINDS) has a requirement for a service agreement for the Government-owned Zeiss 912 Omega Transmission Electron Microscope for the NINDS Analytical Cell Biology Section (ACBS) Laboratory of Neurobiology manufactured by Carl Zeiss Microscopy LLC. NINDS continues to require this service agreement so that the existing Zeiss 912 Omega Transmission Electron Microscope is properly maintained for continued usage. This instrument is critical for engaging in fundamental research on the structural and physiological basis of excitotoxic injury of large central nervous system neutrons at the National Institutes of Health in Bethesda, Maryland. The service agreement for the Zeiss 912 Omega Transmission Electron Microscope includes the following: 1.Scheduled and emergency service 2.Travel charges within the United States 3.One preventative maintenance inspection per service agreement year 4.All covered replacement parts 5.Software updates when available 6.Factory trained customer support engineers Carl Zeiss Microscopy LLC is the manufacturer of the Zeiss 912 Omega Transmission Electron Microscope. Due to warranty constraints, Carl Zeiss customer support engineers are the only authorized individuals permitted to conduct service on their own equipment. This acquisition is being conducted using policies unique to the acquisition of commercial items prescribed in FAR Part 12, in conjunction with the policies and procedures for solicitation, evaluation, and award prescribed in Part 13, Simplified Acquisition Procedures, and is exempt from the competition requirements of Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this synopsis number, may be submitted to the NIDA SS/SA Branch, prior to the closing date specified in this announcement, electronically to the attention of John Flannery, at flanneryje@mail.nih.gov.
