- Solicitation document Cover Page This is a Request for Proposal (RFP). The Pre-solicitation notice for this requirement was posted on October 2, 2012. The Social Security Administration (SSA) requires a contractor to provide NCOA Link processing (commercial mail list processing) of SSA's Master Beneficiary Record (MBR). We intend to negotiate a competitive Firm-Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) Contract. The resulting contract will have a 5-year period of performance. The North American Industry Classification System (NAICS) code for this requirement is 518210. The size standard for this NAICS code is $25 million.
