Description
NOTICE: 19 NOV 12 Due to the release of the formal RFP being in FY13 and not FY12, the new RFP# will be FA8125-13-R-0002. Estimated RFP release date is 26 Nov 12. NOTICE: 18 SEP 12 Issuance of the formal RFP for the Ground Support Equipment Maintenance and Movement Services has been delayed due to a change in the acquisition strategy. This requirment is being change from a commercial acquisition to a non-commercial acquisition. The evaluation factors will remain the same although the 52.212-1 and 52.212-2 will be replaced with Sections L & M. All solicitation and contract provisions will be in accordance with FAR 15. SYNOPSIS: 20 AUG 12 Services Non-Personal: The Air Force intends to solicit a competitive contract for the Ground Support Equipment (GSE) Maintenance and Movement Services requirement at Tinker Air Force Base (AFB), Oklahoma. The Contractor, except where specifically indicated otherwise in the PWS, shall provide all management, tools, supplies, equipment, transportation, incidentals and labor necessary to ensure Ground Support Equipment (GSE) maintenance and movement services are performed in accordance with all applicable technical data, publications and the PWS. The Contractor shall accomplish all services identified in this PWS (e.g. GSE movement; ready line maintenance; unscheduled maintenance; GSE maintenance and movement). The Contractor shall operate a 24-hour a day, 7-day a week movement service, ensuring drivers for all Government initiated movements to both on-base airfield locations and the Maintenance Repair and Overhaul Technology Center (MROTC). The solicitation will be issued as a request for proposal (RFP) FA8125-12-R-0015. The government anticipates award of a Commercial Firm Fixed Price contract with a Cost Reimbursable CLIN for Contractor Acquired Property (CAP), and an Over and Above CLIN for Time Compliance Technical Orders (TCTO). This is a Total Small Business Set-Aside. The NAICS code has changed from 811310 to 336413 due to responses from industry. The Past Performance Information in Addendum 52.212-2 Evaluation Factors For Award has changed from the draft posting. The updated Addendum 52.212-2 will be posted with the Formal RFP. Anticipated Solicitation Release Date: 04 Sep 2012 Anticipated Response Date: 19 Oct 2012 A mandatory site visit will be required. All information regarding the site visit will be posted with the formal RFP. The proposed 30-day phase in period is 01 Jan 2013 to 31 Jan 2013. The proposed basic period of performance is 01 Feb 2013 to 31 Dec 2013. The proposed option year one period of performance is 01 Jan 2014 to 31 Dec 2014. The proposed option year two period of performance is 01 Jan 2015 to 31 Dec 2015. The proposed option year three period of performance is 01 Jan 2016 to 31 Dec 2016. The proposed option year four period of performance is 01 Jan 2017to 31 Dec 2017. The RFP will be available for download on or about the release date from https://www.fbo.gov. Registration at http://www.sam.gov is required to receive any award. Electronic procedures will be used for this award. Interested persons may identify their interest and capability to respond to the requirement or submit proposals on or before the closing date of the formal RFP. All proposals will be considered. Draft Notice: The Maintenance Contracting Branch, OC-ALC/PKEA at Tinker Air Force Base, OK is preparing to solicit a requirement to provide Ground Support Equipment Maintenance (GSE) and Movement Services in support of the 76th Aircraft Maintenance Group (AMXG). This is a competitive total small business set aside under NAICS Code 811310. The government anticipates award of a Commercial Firm Fixed Price contract with a Cost Reimbursable CLIN for Contractor Acquired Property (CAP) and Over and Above CLIN for Time Compliance Technical Orders (TCTO). The period of performance includes a 30 day phase-in period, a base period of eleven (11) months and four (4) one-year (1) option periods. The purpose of this notice is to provide industry with the draft RFP, draft PWS and other documents to solicit industry comments and questions regarding the draft RFP.
