- Amendment 2 The purpose of this amendment to DHHS SBIR Contract Solicitation PHS2013-1 is to: The purpose of this amendment is to correct the Small Business Set-Aside status of this acquisition, and to correct the zip code and room number as incorrectly stated in Amendment 1. The Combined Synopsis/Solicitation and Amendment 0001 incorrectly identified the acquisition as a Competitive 8(a). This acquisition is a Total Small Business Set-Aside.
