- Special Operations Assault Zone Support (SOAZS) notice - contract number changed to FA4855-13-R-0006. This is a synopsis for commercial services for Special Operations Assault Zone Support Services (SOAZS) with the 27 Special Operations Support Squadron at Cannon AFB, NM prepared IAW the format in FAR Subpart 5.207, as supplemented with additional information included in this notice. Notice to all Offerors: This is a Pre-planning Unfunded Requirement. Funds are not currently available for this requirement. No award will be made for this requirement until funds are available. The Government reserves the right to cancel the requirement before or after closing. All pricing shall be good until 01 February 2013. The proposed solicitation is a Request for Proposal (RFP), no. FA4855-13-R-0006. This procurement is a total 8(a) small business set-aside IAW FAR 19.502-2(b). The applicable NAICS code is 561210 Facilities Support Services, the small business size standard of which is $32.5M in annual receipts. DESCRIPTION: Non-Personal Service: The contractor shall support 27 SOG special operations flying squadrons, AFSOC-directed training and testing, unilateral aircrew training, AFSOC, Special Operations Command (SOCOM) and other authorized customers' training by providing air and ground training support in areas/locations designated by the training mission or scenario in accordance with the attached DRAFT Performance Work Statement. This requirement is for the 27 Special Operations Support Squadron at Cannon AFB, NM. REQUIREMENTS/PRICE SCHEDULE: CLIN 0001 - Non-Personal Service -- Perform Special Operations Assault Zone Training Support in accordance with the Performance Work Statement. PoP 1 January 2013 through 31 December 2013. CLIN 0002 - Non-Personal Service - Travel/TDY -- Preapproved Travel/TDY shall be accomplished by signed letter of identification and in accordance with Joint Travel Regulations. Profit/fee will not be allowed. (PWS 4.10) PoP 1 January 2013 through 31 December 2013. CLIN 1001- Non-Personal Service -- Perform Special Operations Assault Zone Training Support in accordance with the Performance Work Statement. PoP 1 January 2014 through 31 December 2014. CLIN 1002 - Non-Personal Service - Travel/TDY -- Preapproved Travel/TDY shall be accomplished by signed letter of identification and in accordance with Joint Travel Regulations. Profit/fee will not be allowed. (PWS 4.10) PoP 1 January 2014 through 31 December 2014. Reference the attached Performance Work Statement (PWS) (available online at www.fbo.gov) for the complete information on the requirement. PERIOD OF PERFORMANCE: Anticipated to be 1 January 2013 - 31 December 2013 with four (4) additional one-year option periods. PLACE OF PERFORMANCE: Cannon Air Force Base (CAFB), Melrose Air Force Range (MAFR), local surrounding areas, and occasionally TDY non-local missions. ADDITIONAL NOTES: In order to be awarded a contract by this office an offeror must be registered in the System for Award Management (SAM). Registration is free and can be made online at www.sam.gov. Note that you must have a Data Universal Numbering System (DUNS) Number before you can register. Failure to be SAM registered at time of award may delay the award and depending on the need of the government may be cause to award to the next qualified best value offeror already registered. However, do not delay submitting your proposal pending confirmation of registration. Include your DUNS number and CAGE code along with your proposal as proof of active registration. Ensure your company's Representations and Certifications are current and up to date for this acquisition. CLOSING DATE: The solicitation is anticipated to be issued Tuesday, 20 November 2012. The solicitation is anticipated to close Monday, 10 December 2012 at 1200 hours (12:00 PM) Mountain Standard Time (MST). This date and time may change upon issuance of an amendment.
