- Document Security form Certifications RFQ Document The project is to complete the design and construct improvements to the existing federal building and site in Lexington, KY. The improvements contained in the SOW are intended to enhance security at the federal building include both renovation of existing space as well as new construction. The project includes but not limited to; site improvements / blast protection, site utility improvements, parking and building improvements, and circulation / control improvements. The project also includes electronic security for detention facilities and will require contractor personnel with security clearances from the onset of the contract. This procurement is advertised as a small business set-aside in accordance with the Federal Acquisition Regulations (FAR 19.5). The North American Industry Classification System Code(s) (NAICS) for this procurement is 236220. The estimated cost range is between $5,000,000 and $10,000,000. The contract duration is estimated at 883 calendar days. The selection process will utilize the best value tradeoff process as stipulated within the Federal Acquisition Regulation (FAR) Part 15 and the Two-Phase Design-Build Selection Procedures in Subpart 36.3 of the FAR. Phase I, the Request for Qualification (RFQ) leading to selecting a list of no more than 5 Design-Build Offerors who will be invited to participate in phase II. Phase II, the Request for Proposal (RFP) competition and selection of the Design-Build Offeror. The Request for Qualifications with detailed information regarding the selection criteria and requirements for this procurement is attached.
