- N62306-13-T-7003_ SALIENT CHARACTERISTICS This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included with or attached to this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation shall be posted on FEDBIZOPPS and NECO (https://www.neco.navy.mil/). The RFQ number is N62306-13-T-7003. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-60 and DFARS Changes Notice 20120724. It is the contractor's responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dars/dfars/html/current/252201.htm. The NAICS code is 334511 Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. The Small Business size standard is 750 Employees. The Naval Oceanographic Office, Stennis Space Center, MS, intends to issue a sole source, fixed price purchase order to Applanix, LLC. Houston, TX pursuant to FAR 6.302-1, only one responsible source. The requirement is for one (1) Applanix Position Orientation System/Marine Vessel (POS/MV) Elite Ring Laser Gyro (RLG) Inertial Measurement Unit (IMU) with required IMU Interface Cable. Applanix LLC. is the manufacturer of the specified system and holds proprietary rights to the IMU systems and its components. The system and its components are not available from a third party. Delivery is requested by 01 March 2013 or as soon as possible. FOB: Destination to Stennis Space Center, MS 39522-5001. The following FAR provisions and clauses are applicable to this procurement: FAR 52.212-1, Instructions to Offerors-Commercial Item; FAR 52.212-3 and its ALT I, Offeror Representations and Certifications - Commercial Item; FAR 52.212-4, Contract Terms and Conditions - Commercial Item; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Item; and DFARS 252.227-7015 Technical Data-Commercial Items. Contractor is reminded to include a complete copy of FAR 52.212-3 and it's ALT I with quotes. Additional contract terms and conditions applicable to this procurement are DFARS 252.212-7000 Offeror Representations and Certifications - Commercial Item and DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items including FAR 52.237-34 FOB Destination. Any resultant contract will be DO rated under the Defense Priorities and Allocations System (DPAS). This synopsis is published for informational purposes only and is not a request for competitive quotes. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. Any inquiries concerning this requirement are to be submitted in writing to the Contracting Officer within five (5) calendar days after publication of this notice. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. This announcement will close at 4:00 PM, CDT on 29 NOV 2012. Quote is to be submitted to Tanya Burnett at tanya.burnett@navy.mil. Quoters shall provide Commercial and Government Entity (Cage) Code, Contractor Establishment Code (DUNS number) and Tax Identification Number. Contractors must be registered in the SAM Register at www.sam.gov and Wide Area Workflow (WAWF) to be considered for award. All quotes shall include price(s), a point of contact, name and phone number, GSA contract number (if applicable), business size, and payment terms. Each response must clearly indicate the capability of the offeror to meet all specifications and requirements.
