Description
NASA/ARC has a requirement to purchase the online access to the MyBoeingFleet web portal in order to have immediate, 24 hours per day access to Boeing aircraft maintenance documents, engineering drawings, spare parts online ordering system, Data and Services Catalog, notices of new service bulletins, technical media tracking, Boeing Digital Profile Drawings, Airplane Tooling Services, Maintenance Tooling online ordering system, and other features of this specialized web portal for the Boeing 747SP, Serial No. 21441 (SOFIA) and the Douglas DC-8, Serial No. 46082 (DC-8 Observatory) that are currently owned and operated by NASA. NASA/ARC intends to purchase three subscriptions for the SOFIA (Boeing 747SP, Serial No. 21441): Structural Maintenance, Aircraft Systems Reference, and SOFIA Customized IPC during the 2013 calendar year.The total value for all three subscriptions shall not be over $60,000.00 NASA also intends to purchase two subscriptions for the DC-8 Observatory (Douglas DC-8, Serial No. 46082): General Aircraft Maintenance and Aging Aircraft Structural Maintenance during the 2013 calendar year.The total value of these two subscriptions shall not be over $70,000.00. NASA/ARC intends to purchase the items from The Boeing Company of Seattle, Washington in accordance with 10 USC 2304(c)(1), the only known responsible source for these items, and no other supplies or services will satisfy agency requirements. The Boeing Company is the only source identified that meets all of the NASA/ARC requirements. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on December 05, 2012 to lam.v.pham@nasa.gov. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
